I am very pleased to have this opportunity to present a
progress report to the City Commission on the preparatory '
arrangements made for the first phase er the Inter -American
Trade Fair project. The Inter -American Tr.ld Workshop, as
you recall, is intended to serve the dual function of a
feasibility > to aid in the determination of whether

To attain a fuller utilitatiOn Of the Commetcial-:'
Cultural inerastructure available in Miami and to
enhance the city's traditional role as a major cen-
ter of inter -American commerce the City of Miami is
considering the possibility of sponsoring an Inter -
American Trade Fair. As an exploratory first step
the City will hot an Inter-Aerican TrcAc Fair

has required enlisting tic support of numerous insti-
tutions from the public and private sectors. All, with-
out exception, have evinced a sincere interest and

The workshop will attempt to achieve several goals
by the time of its conclusion or shortly thereafter,
First among these will be a decision by the City of
Miami on whether or not to proceed with the planning
of an Inter -American Trade Fair. This decision in
turn will depend to a considerable degree on the
willingness and ability or the American republics
to participate in a significant way in the fair,
An analysis of the Bogota International Trade Fair
as a case study will be conducted during the work-
shop to provide ?:i a i ad:: in i s t..ra for s with a more
comprehensive grasp of the multiple considerations
and commitments in sponsoring a trade fair.
The workshop will also sr><e as a forum to determine
the feasibility of obtaining c.oiamit,rnents frog Latin
American countries to participate in the fair. Mayor
Ferro, and Mr. Grassi.c will represent the City or Miami'
in a round table discussion at which thy' rcquirel,!ents-

It. is, of course, premature at this 'stage to reach
•any definitive conclusions. However, it is abundantly
evident from preliminary research that a unique op-
portti.nity for the City of Miami is at haitd, and thrit
numerous local, state, national and international
organizations arc favorably disposed to assist the
city i11 the promotion of hemispheric commerce. ( Jt
is an opportunity not to be lost. ) .
If, at the conclusion of the worLshop, the O.A.S.
member countries representatives present indicate
a high probability of their nations participating
in the fair, and our own feasibility studies show

ai0,000.00 to be used in defraying, the travel expenses
of the National Export Directors partid'ipating in the
Iorkshop. Now less than a month remains before the work -
Shop begins, and additional, non -travel expenses are being,
and t•ri11 continue to be incurred. Not all of the originally
approved $10,000.00 has been used for travel and it is now
requested that the City '•'anagers Office be authorized the
use of the funds remaining in this account for other urgent
workshop expenses.
On September 23, when the Commission approved that the City
Manager proceed in hiring the services of Evelio Ley F4
Associates, Inc. for the coordination of the Inter-Acaerican

The resolution passed on November il, to set Up a trust

because the timing in being able to receive funds from
Other sources is placing some limitations on pursuing
the work necessary to consummate the workshop and pre-
liminary work for the Fair, it behooves us to eliminate
the conditions placed upon this contract by the September
23, Resolution limiting expenditures to $10,000 until
funds have been pledged, so that the work. can continue
expeditiously. Of course, it will be continued to be
