PLAN
The Planning Advisory Board recommends that the
Commission transmit the Miami Comprehensive
Neighborhood Plan to State, regional and local
governmental agencies for their review and comment
per the requirements of the Local Government
Comprehensive Planning Act of ].975.

2. ORDINANCE - FIRST READING
Establishing a Zoned Street Width of 9th Avenue,
N. E. approximately 160' north of N. E. 83rd
Street, at 40' (50' norm:Illy required). This
is in conjunction with a new tentative plat of
the area adjacent to this street. The Applicant
is Marie Meyer. The Zoning Board by a 5 to 2
vote ',7ecommends Denial; thrl Planning Department's
recommcndation is Approval. Eleven objections
were received in the mail. Twenty-one objectors
to this item were present at the Zoning Board
meeting. This item was deferred from the City
Commission meeting of October 27, 1976.

Corridor. The Planning Advisory Board recommended
Approval by a 5 to 2 vote and the Planning Depart-
ment recommendation is for. Approval.This item
was deferred from the City Commission meeting of
October 27, 1976.
RESOLUTION
Declaring Ingraham Highway from Douglas Road to
the City Limits as a Scenic Transportation
Corridor. The Planning Advisory Board recommended
Approval by a 6 to 1 vote and the Planning Depart-
ment recommendation is for Approval.. This item
was deferred from the City Commission meeting of
October 27, 1976.
RESOLUTION
For the vacation and closure of that portion of
N. W. 5th Avenue between N. W. 60th Street and
N. W. 62nd Street, in conjunction with Tentative
Plat 4965 -- "MIAMI EDISON SCHOOL SITE FIRST ADD".
The Zoning Board recommends by a 7 to 0 vote,
and the Planning Department's recomrnendetion is for
Approval.. The applicant is the Dade County School
Board. Three objectors were present at the Zoning
Board meeting and fourteen in favor attended the
meeting. Three objections were received in the
mail.
RESOLUTION
For the vacation and closure of the alleys lying
within Bloch 18, WF,DDELS P.ESUI3 (9-136) , being block
bounded by N. W. 19th Street, N. W. 1st Court,
N. W. 20th Street and N. W. 1st Avenue, all in
accordance with Tentative Plat ;4,964 - "NATIONAL
LINEN PROPERTIES". The Zoning Board recommends by
a 7 to 0 vote, and the Planning Department's
recommendation is for Approval. The applicant is
National Linen Service. Four objections were
received in the mail and one objector was present
at the Zoning Board meeting.

Abuse Facility for 60 occupants on property located
at 3055 N. E. 4th Avenue, subject to certain con-
ditions.' The Zoning Board granted this Conditional
Use by a 4 to 3 vote and the Planning Department's
recommendation is for. Approval. Twenty-four
objections were received in the mail, and 26
objectors were present at the meeting. Two letters
in favor of this item were received in the mail,
and 79 persons in favor of this item were present
at the meeting.
APPEAL
By neighborhood objectors, the Zoning Board's
deicison to grant a Variance to Village Foundation
Inc., to permit a Residential Substance Abuse
Facility for. 60 occupants on property located at
3055 N. E. 4th Avenue, with 8 parking spaces
(21 required) , with front setback. of 15' (20'
required) and with no :shade provided, subject to
review by the Zoning Board after one year. The
Zoning Board granted this Variance by a 4 to 3
vote and the Planning Department's recommendation
is for Approval. Twenty --four objections were
received in the mail, and 26 objectors were present
at the meeting_. Two letters in favor of this item
were received in the recii1, and 79 persons in favor
of this item were present at the meeting.

AMENDMENT TO RESOLUTION 74-970
Continuation of public hearing from June 17, 1976,
for consideration of an amendment to Resolution
74-970, which prohibited any openings in the wall
alor:y the N. W. ll.t:h Street side of Central
Shopping Center., 3875 N. W. 7th Street, Considera-
tion is requested that an opening be provided in
this wall to facilitate traffic generated by the
Florida Division of Driver. Licenses. During the
original hearings in 1974, the Planning Department
recommended the opening in the wall and the Zoning
Board by a vote of 7 to 0 recommended the opening
in the wall. This item was deferred from the City
Commission meeting of October 27, 1976.
