OtMERAL CONTRACTING, INC. IN THE PROPOSED
AMOUNT OF $29,178 FOR THE OLD COAST GUARD am
BOAT RAMP MODIFICATIONS - 1976; ALLOCATING
THE AMOUNT OF $29,178 FROM THE ACCOUNT
ENTITLED "PUBLIC PARKS AND RECREATIONAL
FACILITIES BOND FUND" TO COVER THE PROPOSED
CONTRACT COST; ALLOCATING FROM SAID ACCOUNT
THE AMOUNT OF $3,209.50 TO COVER THE COST
OF PROJECT EXPENSE; ALLOCATING FROM SAID
ACCOUNT THE AMOUNT OF $583.50 TO COVER THE
COST OF SUCH ITEMS AS ADVERTISING, TESTING
LABORATORIES AND POSTAGE; AND AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONTRACT WITH
SAID FIRM.
WHEREAS, sealed bids were received on October 26#
1976 for the OLD COAST GUARD - BOAT RAMP MODIFICATIONS - 1976;
and
WHEREAS, the lowest responsible bid of Halmark
Construction, Inc. has been withdrawn, resulting in the bid
of Webb General Contracting, Inc. becoming the lowest respon-
sible bid in the amount of $29,178, and the City Manager
recommends that a contract be awarded to said firm; and
WHEREAS, funds are available for allocation from
the account entitled "Public Parks And Recreational Facilities
Bond Fund" for the proposed amount of the contract, for project
expense, and for such items as advertising, testing laboratories
and postage;
NOW, THEREFORE,

from the account entitled "Public Parks & Recreational Facilities

176" will be received by the City Manager and the City Clerk
i' The City of Miami, Florida, not later than 2:00 P.M. on the
48th day of October, 1976, in the City Clerk's Office, First
''.ioor of the Miami City Hall, 3500 Pan American Drive, Dinner
Key, Miami, Florida 33133 at which time and place they will be
publicly opened and read.
The project consists of the construction of modifications
to an existing boat ramp at 2600 S. Bayshore Drive.
All bids shall be submitted in accordance with the
Instructions to Bidders and Specifications. Plans and Specifi-
cations may be obtained from the Office of the Director,
Department of Public Works, 3332 Pan American Drive, Miami,
Florida. Plans and specifications are to be returned in good
condition and unmarked within 30 days after bids have been
received.
Proposal includes the time of performance and Specifica-
tions contain provisions for liquidated damages for failure to
complete the work on time.
The City Commission reserves the right to waive any
informality in any bid, and the City Manager may reject any or
all bids, and re -advertise.

8ids were received October 26, 1976 to remodel the
Oxisting Old Coast Guard Boat Ramp to brovide
improved launching facilities for small boats.
•As reflected in the tabulation of bids the $20,931
bid of Halmark Construction, Inc. was the lowest
responsible bid. However, we received a letter from
them dated October 29, 1976 stating their estimator
inadvertently omitted a zero on a $9,000.00 figure thus
accounting for a $9,100.00 mistake in t.heir final bid
price. They therefore requested withdrawal of their bid.
In the past it has been the CIty's policy to honor such a
written request and award a contract to the second lowest
resoonsible bid,ler. The $29,178 bid of Webb General
Contracting, Inc. is the second lowest responsible bid.
