CORPORATION FOR IURNISHING SECURITY PERSONNEL
AND GUARD DOGS FOR ORANGE BOWL EVENTS, AS
REQUIRED, ON A CONTRACT BASIS FOR ONE YEAR
PROM DATE OF AWARD TO DEPARTMENT OF PUBLIC
FACILITIES AT A PROPOSED COST OF $125,000;
SUBJECT TO AVAILABILITY OF FUNDS THEREFOR
IN THE 1976-77 ANNUAL APPROPRIATION ORDINANCE,
AS ADOPTED; FURTHER AUTHORIZING THE CITY TO
RENEW SAID CONTRACT EACH YEAR FOR TWO SUCCESSIVE
YEARS, SUBJECT TO AVAILABILITY OF FUNDS; AND
AUTHORIZING AND DIRECTING THE CITY MANAGER TO
ISSUE PURCHASE ORDERS AS NEEDED.
WHEREAS, pursuant to public notice, sealed bids
were received August 23, 1976 for the furnishing of security
Service at the Oranye Bowl tor the Department of Public
Facilities; and
WHEREAS, invitations were mailed to 7 potential sup
'liers and 5 bids were received; and
WHEREAS, funds for this purchase are available in the
976-1977 Fiscal Year Budget; and
WHEREAS, this service will be used by the Department
f Public TFacilities for the purpose of securitk eIIRPX

WHEREAS, the City Manager and the Department of
public Facilities recommend that the bid received from the
Wackenhut Corporation at a proposed cost of $125,000 per year
on a contract basis from the date of award, renewable for two
successive years, based on availability of funds be accepted
Ha.s the most advantageous bid to the City;
NoW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
VCITY OF MIAMI, FLORIDA:
Section 1. The August 23, 1976 bid of the
Wackenhut Corporation for furnishing the Department of
E:Public Facilities with security personnel and guard dogs
for orange Bowl events, as required, for a period of one
year from the date of award at a proposed total cost of $125,000,

The enclosed memorandum is self-explanatory.
As a follow -.up, T would 3 3.ke to advise you or the basis of
our decision to recommend the third lowest bider: The
Wackenhut Corporation.
From the very beginning of this bid process, :it was decided
by this Department that since the Police Department has
been doing the Orange Bowl Security job for many years, they
should play a large role in selection of their successor.
For this reason, the bid specifications were sent to the •
Police Department and Assistant Chief for Operations, Chief
Klimkowski, personally reviewed and approved them. Then,
after receipt of the five (5) bids, these were also reviewed
by Chief Klimkowski, as well as by my Assistant Director,
Mr. Roach, and myself. We jointly decided that, since the
numbers involved (five) were not unwieldy, we would not rely
solely on the written bid information submitted by the
firms, but would interview each firm. These interviews
were conducted by a committee of the three persons mentioned
above, and the committee was in unanimous agreement that
cost alone could not be the determining factor in our se.iectiori
and that we would have to put extremely strong emphasis on
the bidder's ability to provide regular full-time employees
to do this job --- and not people recruited on a casual
employment basis for each event as it occurred. There would,
obviously, be too much turnover and questionable training
involved in the use of other than regular full-time employees.

used for security at an event with 60,000 to 80,000 people
in attendance would be well trained in crowd -control,
communications, etc.
Pir:,:erton's of Florida, Inc., the low bidder, is a subsidiary
of Pinkerton's Inc., a national firm which has a fine
reputation. The local firm, however, has no experience in
handling large crowds During the interview process, the

p.ny representative stated that their staff is not auffioient
this time to furnish the personnel required at the Orange
Bowl. It is my opinion that Pinkerton's of Florida, Inc.
cannot provide the numbers of employees of the type which we
require, and that they therefore cannot satisfy the require-
ments of this bid.
The second low bidder, Army Security, was formed for the
sole purpose of bidding this job, according to Ms. Marianne
May. Ms. May is the wife of Michael May, President of
Knight Security, who also submitted a bid. -She stated in
the interview that she would use some of Knight Security
personnel and would hire others on a part-time basis which
would present the same problems mentioned in the previous
paragraph. Also, ArmySecurity does not h&ve adequate in-house
communications equipment as specified.
Because of the above stated remarks, the Department of Public
Facilities, with the concurrence of Chief Klimkowski and his
staff, recommend the bid be a.war6ed to the company we feel '
is the lowest responsible bidder: The Wackenhut Corporation.
Further, it may be significant to know that since we are
presently required to pay City of Miami police officers
approximately $12.00 per hour for each event held at the
Orange Bowl, even the Wackenhut bid at $6.00 per hour will
permit us approximately a 50% saving in event security costa.

Pinkerton's of Florida, Inc., the low bidder is not. recommended.
This firm has no local experience in handling large crowds. It
would be required to solicit part-time, untrained help to fill
the majority of security positions.
Army Security, the second low bidder is not recommended. A re-
cently formed company with no experience and insufficient staff.
The Wackenhut Corporation, the third low bidder is recommended.
Wackenhut has adequate number of trained personnel to meet our
re_::irements. They will guarantee that all personnel will be

properly trained in all phases of crowd control before being
assigned to work Orange Bowl events. The company has excellent
local references and enjoys a very satisfactory reputation. The
higher rate of pay and benefits for Wackenhut employees obvious-
ly will result in a higher caliber of employees and less turn
over than the lower bidders who admittedly pay their employees
less than Wackenhut.
The contract will bc for d periou of one year from date of
award, renewable for two successive years based on availability
of funds.
It is requested that the award be made and a resolution be pre-
pared accepting the most advantageous bid as received from The
Wackenhut Corporation for furnishing Security Service for the
Orange Bowl on a contract basis for one year from date of award
at an estimated total cost of $125,000.00.
The Department of Public Facilities concurs with this recommendation.
