NOVEMBER 18, 1976, FOR THE PRESENTATION OF
THE UNITED STATES ARMED FORCES BICENTENNIAL
BAND EVENT, CO -SPONSORED BY THE CITY OF
MIAMI, SUBJECT TO THE MIAMI HERALD OBTAINING
LIABILITY INSURANCE IN SUCH AMOUNTS FROM
APPROVED CARRIERS AS DEEMED NECESSARY FOR
THE PROTECTION OF THE CITY AND SUBJECT TO THE
MIAMI HERALD REIMBURSING THE CITY FOR ANY
DIRECT COSTS BORNE BY THE CITY.
WHEREAS, the City of Miami is co-sponsor with the

MIAMI HERALD is hereby granted for Thursday, November 18, 1976,
for the presentation of the United States Armed Forces Bicentennial
Bank, co -sponsored by the City of Miami, subject to the MIAMI
HERALD obtaining liability insurance in such amounts and from
approved carriers as the City Manager deems necessary for the
protection of the City, and subject to the MIAMI HERALD reimbursing
the City for any direct costs borne by the City.
PASSED AND ADOPTED this 11TH day of November, 1976.

As the enclosed memorandum advises, Mr, Blaine G. Davis, Public Relations Manager
for the Miami Herald, had requested the use of the Gusman Cultural Center on a
free basis at an appearance on Thursday, October 21, 1976. The request had been
approved by the Gusman Hall Advisory Board in its recommendation to the City Manager.
Subsequent to that approval, however, Mr, Davis advised that while the original

tickets distributed have exceeded 3,000. There is a high probability that as many as
7,000 could be expected. Consequently, Mr. Davis requested, through the Public
Facilities Department, an opportunity to receive free use of the Miami Marine Stadium.
Mr. Dick Roach, with the Department of Public Facilities, has discussed this with me
and he is of the opinion that the Waiver of Fee for the use of the Marine Stadium
would be appropriate. Obviously, this Waiver should be subject to the Miami Herald
paying any direct cost borne by the City.
It should be noted that had the Gusman Cultural Center been the location for the
United States Armed Forces Bicentennial Band, the Waiver of Fee would have amounted
to $60.00. A Waiver of Fee for the use of the Marine Stadium is $350.00.
Since the Miami Herald had received the recommendation of the Gusman Hall Advisory
Board, it is considered appropriate to request that the City Commission pass the
attached Resolution providing for a Waiver of the rental fee for the use of the
Miami Marine Stadium for Thursday, November 18, 1976.

Request for Waiver Miami Herald
Gutman Hall Advisory Board Reoommendationr_

On Thursday, October 21, 1976, Mr. Blaine G. Davis, Public Relations Manager, for
the Miami Herald, appeared to request use of Gusman Cultural Center on a free basis.
Mr. Davis advised that this request was to permit the United States Arm Forces
Bicentennial Band to appear in Miami. The performance will be restricted to High
School and Junior High music students during a 10 a.m. performance with an evening
concert open to the public under an admission •- free basis. The City of Miami will
be included on all publicity as a co-sponsor, and this would be a one time only
venture.
The Advisory Board noted that the Miami Herald has been directing cultural efforts
toward Downtown Miami, and that this was an example of that effort.
Following the review with Mr. Davis. the Board concluded with its desire to recom-
mend to the City Manager that the Miami Herald's request for free use of Gusman
Cultural Center on Thursday, November 18, 1976. be permitted.
