PUBLIC SERVICE EMPLOYMENT POSITION TO BE FUNDED THROUGH C.E.T.A. ALLOCATION OF $1,992.14 TO BE RECEIVED BY THE CITY OF MIAMI UNDER AGREEMENT BETWEEN CITY AND METROPOLITAN DADE COUNTY, AS AGENT FOR MANPOWER PLANNING CONSORTIUM. WHEREAS, the City of Miami operates public serViCe employment programs under the Comprehensive Employment and Training Act of 1973 (C.E.T.A.), as amended; and WHEREAS, Belafonte Tacolcy Center, Inc., a non- profit organization, has requested the City of Miami to provide to it certain public service employment positions in order to enhance services to City of Miami residents; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to enter into an agreement with Belafonte Tacolcy Center, Inc., a nonprofit organization, for the purpose of subcontracting one (1) C.E.T.A. public service employment position to be funded through C.E.T.A. allocation of $1,992.14 to be received by the City of Miami under an agreement between the City and Metropolitan Dade County, as agent for the Manpower Planning Consortium. 'Gra City Manager erklns, Di ctor ff ce of Community Affairs October 285 1076 jEC-: Proposed resolutions to enter into agreements for CETA slots with pri- vate non-profit organizations ItEF$RSWcs3: NC.LtAUa53 3 €nclosed are three resolutions authorizing the City Manager to enter into agreements with the local private non-profit organizations listed below: Belafonte T.acolcy Center, Inc. in the amount of S1,992.14 for one(1) CETA slot. Latin Chamber of Commerce of U.S.A. in the amount. of $8,084.74 for three (3) CETA slots. Puerto Rican Opportunity Center in the amount of $4,720.57 for two(2) CETA slots. All of the above cover from October 1, 1976 thru December 31, 1976, and may be renewed or extended subject to the availability of funds at the time of expiration. The proposed agreements are all for the purpose of providing the above listed organiza- tions with Public Service Employment positions allocated to the City of Miami under agreements between Metropolitan Dade County and the City. These contracts would re- lease the City from responsibilities of supervision, payroll and fringe benefits which should be more appropriately carried by the private non-profit organizations where these individuals are actually placed. The City is not relinquishing screening responsibility for participant eligibility under the guidelines of the Comprehensive Employment and Training Act. Therefore, it is appropriate for the City Commission to authorize the City Manager to enter into the proposed agreement.
