OCT 2 8 106 change of Fite Apparatus with the it of Vett MiaMi yy- in 8eptember, Councilman James S. Ray from the City of West Miami, wrote to Mayor Ferre requesting assistance in obtaining surplus City of Miami fire equipment, The Mayor forwarded his request to your office, asking that we report back as soon as possible, and schedule this item for Commission discussion. Chief Hickman has reviewed the request and has recommendee. that two surplus fire pumpers of the City of Miami he exchanged with the City of West miami for their one pumper. This would enable the City of West Miami to upgrade their equipment, to have a standby piece of equipment, ate.i le also store these pieres of equipment should they ever be needed in an emergency by the City of Miami. The piece of equipment received from West Miami could then be given to tiami's sistcr city, Bogota, Columbia. Chief Hickman went a step further and requested legal approval Of such an exchange from the City Attorney. Although Mr. Knox has not responded in writing, I have phoned him and he has stated there would be no legal prohibitions to such an exchange If you approve, this can be scheduled for Commission discussion At the November 11 meeting. ief Hickman tbert Homan.< TMS 40771 FOR to Joseph i'.. Bxchange of Fire Apparatus With the City of West Miami tfitktit: Memorandum from Mayor retre dated 9/27/76 Niceosunts, 1 have reviewed your letter from Councilman .lames S. Ray of the City of West Miami concerning his request to exchange fire apparatus with the City of Miami. This department has two obsolete pumpers available for exchange with the City of West Miami and it is my recommendation that we accommodate their request by exchanging these twn pumpers for their one pumper. The advantage to Otis arrangement :is that the City of Mi<;mi., through our Mutual Aid Agreement, would be able to call on the City of West Miami if the need should arise. Both of these pumpers are serviceable and would still be available to the City in case of an extreme emer- gency. Councilman Ray has met with Deputy Chief H. W. Brice to discuss this matter and they have inspected the two pumpers. Both Councilman Ray and Chief Goff have expressed their desire to make this exchange. Following this exchange and t:iLh the approval of. the City Commission, arrangements can then be made to donate the pumper from West Miami to. the City of Bogota as a gift from the City of Miami. O. 8ox 330708 Miami, Florida 33133 bear Sirs: As you are aware, frequently when municipalities within Dade County have turned to Metro for assistance or service that for some reastin they could not provide for themselves, such service is normally re- duced or terminated when Metro "fakes over". For this reason, the City of West Mi<irni is searching for other alternatives for solution of a current problem. We desire to replace our city's one fire engine, which is now very old and deteriorating and very much in need of repairs. The City of West Miami has a serious ne:d for a fire engin:: which is in good repair and as "up -lc -date" as affordable. It has come to our attention The City of Miami will soon have available a surplus fire engine (pumper) which in all likelihood may be donated to a sister City in South America. E.c:iuse the City of Miami's soon to be surplus fire encine is only twenty years old, it is considerably rrrore IIup-to-date" than the one we presently have end, t .ere f ore, more worth our city's inves;rnt in any needed repairs. Therefore, we would like 1 he City of Miami ('o:,-n i ss i ors to consider trad- ing fire encines with our City (when your City's surplus engine is available) and it.en you could donate our used fire engine to the South American sister city. Any incidental costs incurred with such an arrange- ment, of course, would he paid for by the City of West Miami. Recognizing everything is not as simple as it may a; -Dear on the surface, we respectfully i;re,.ent fhr fol lo4ii,r so;. _st ions: - While we have several thousand dollars available to invest in a decent fire engine, we have nowhere near enough to purchase a new one. Perhaps a Pumper eould be stored at our Fire Station which could be called in by radio. This Pumper would ih,7,n be driven to the desired location by one of our firemen. We then would need to retain our existing fire engine as a backup for the City of West Miami unless the City of Miami stored a second backup unit at our station. `f he second t+ I tr:r n,: I e i't, 10 Hind bc:c i use our c i t i e!-, recently united dur- i f►g the imbu l arrce si r i ke and our citizens were well served through the eornbination of services.
