A ktSOtU'I'ION AUTHORIZING THE CITY MANACt
TO tXtCUTE AN AGREEMENT WITH METROPOLITAN
DADS COUNTY, THROUGH THE MANPOWER PLANNING
CONSORTIUM OF DADE AND MONROE COUNTIES,
PURSUANT TO CITY RESOLUTION NO. 75-234, FOR
THE PURPOSE OF RECEIVING FUNDS TO OPERATE A
CITY OF MIAMI TEMPORARY PUBLIC SERVICE JOBS
PROGRAM FROM OCTOBER 1, 1976 THROUGH DECEM-
BER 31,1976, AND FURTHER APPROVING AND
RATIFYING THE EXPENDITURE OF FUNDS BY THE
CITY MANAGER AS OF OCTOBER 1, 1976 TO
IMPLEMENT THE AFORESAID PROGRAM.
WHEREAS, the City of Miami has operated
Temporary Public Service Jobs Program under Title VI of
the Comprehensive Employment and Training Act (CETA) frOp
ianuary 10, 1975 until June 30, 1976; and
WHEREAS, the City of Miami is eligible to receive
additional Department of Labor funds to operate said program
from October 1, 1976 through December 31, 1976; and
WHEREAS, the unemployment rate in Miami continues
high level;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
<' -THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized
enter into an agreement with the Manpower Planning Consortium
Dade and Monroe Counties pursuant to City of Miami Resolu-
t.ion No. 75-234 for the purpose of receiving funds to operate
City of Miami Temporary Public Service Jobs Program from
1, 1976 through December 31, 1976.
Section 2. The expenditure of funds by the City
to implement the aforesaid Program as of October 1,
hereby approved and ratified.

-Tiho City of Miami has been allocated $400,000 of reallocated EY`76 funds for the
operation of a CETA Title VI program. Specifically, the funds are to be u tiliZed
for public service employment. between October 1, 1976 and December 31, 1976. The
original Title VI program expired on June 30 and its 426 participants were
temporarily transfered to our CETA Title II program which will have funds through
November 15, 1976.
The attached resolution authorizes the City Manager to enter into an agreement with
Metropolitan Dade County for the utilization of these Title VI funds to continue
the employment of approximately 148 individuals currently in CETA Title II positions
with the City of Miami. No new participants will be hired with this allocation.
In addition, a portion of the funds will be utilized to cover the employment of 13
individuals with private non-profit organizations currently under subcontract with
the City. The direct effect of the new grant will be to reduce the burden of our
overloaded Title II and permit participants to remain on board while FY'77 grant
agreements are executed during November.
Therefore, it is appropriate for the City Commission to authorize the City Manager
to enter into the proposed agreement.
