HomeMy WebLinkAboutR-76-0936Rrtiw►b 1O/i4/7 AtSOLUTION NO. 76-936 A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND THE EXISTING AGREEMENT WITH MR, RICK SISSER, LEGISLATIVE LIAISON FOR THE CITY OF MIAMI, BY ENLARGING THE SCOPE OF SERVICES TO BE PERFORMED BY HIM TO INCLUDE ACTIVE PROMO- TIONAL MEASURES IN SUPPORTING PASSAGE OF CONSTITUTIONAL AMENDMENT NO. 4, WHICH PROVIDES FOR THE USE OF TAX ABATEMENT MEASURES AND INCREMENT FINANCING FOR THE REDEVELOPMENT OF SLUM AND BLIGHTED AREAS WITHIN THE STATE OF FLORIDA, AND TO INCREASE THE AMOUNT OF COM- PENSATION DUE MR. SISSER BY S15,000 FOR SAID INCREASED SERVICES; ALLOCATING THE MONEY THEREFOR FROM THE CONTINGENCY FUND PREVIOUSLY APPROPRIATED IN INTERIUM APPROPRIATIONS ORDINANCE NO. 3577, PASSED AND ADOPTED OCTOBER 6, 1976. WHEREAS, there is a definite need within. the City or redevelopment of slum and blighted areas; and WHEREAS, proposed Constitutional Amendment No. 4 will roVide necessary authority to deal with urban decay, including the erection of low-cost housing units within the City of Miami; Wand WHEREAS, the proposed Constitutional Amendment No. 4 was the City of Miami's legislative priority for the 1976 legislative session; and WHEREAS, local and state-wide officials such as Attorney General Robert Shevin, Comptroller Gerald Lewis, Speaker of the House Donald Tucker, President of the Senate Lew Brantley, and Downtown'Development Authority Executive Director Lucius Williams have publicly endorsed and recommended pa«aOC6E4Tsti:ttonal Amendment No. 4; and ITEM NO. WHEREAS, the Charter of the City of Miami --empowers the City to do all things whatsoever necessary or expedient for pro- moting or maintaining the general welfare of the City or its inhabitants; and WHEREAS, the City of Miami has an existing agreement with Rick Sisser as Legislative Liaison to promote the welfare of the City through active lobbying•activity in the State Legislature and CITY COMMISSION MEETING OF O C T : 1 1976 RESOLUTION NO,_'..�.. REMARKS: „ WHEREAS, Rick Sister has expressed a willingness to enlarge pe of his services by actively engaging in promotional ivities for the passage of Constitutional Amendment No. 4; and WHEREAS, sufficient funds for payment to Mr, Sasser for this enlargement of his services are available; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OP THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to amend the existing agreement with tar. Rick Sisser, Legislative Liaison for the City of Miami, by enlarging the scope of services to be performed by Mr. Sisser to include active promotional measures in supporting passage of Constitutional Amendment No. 4, which provides for the use of tax abatement measures and increment finan- cing for the redevelopment of slum and blighted areas within the State of Florida, and to increase the amount of compensation due Mr. Sisser by S15,000 for said increased services and the money therefor is hereby allocated from the Contingency Fund previously appropriated in Interium Appropriations Ordinance No. 3577, passed and adopted October 6, 1976.
