HomeMy WebLinkAboutR-76-0934`d : Jt lb/14/76 SoL'.'ICf 'o.6934 A RESOLtf2ION REQUESTING CHARLES HUTTOE, CHAIRMAN OF THE CIVIL SERVICE BOARD OP THE CITY OF MIAMI, TO APPEAR BEFORE THE CITY COMMISSION ON OCTOBER 28, 1976, AT SUCH TIME AS IS CONVENIENT TO HIM AND THEREUPON EXPLAIN TO THE COMMISSION THE REASONS FOR HIS ABSENCE FROM THE PAST FOUR CIVIL SERVICE BOARD MEETINGS AND THE REASONS FOR IIIS FAILURE TO EXERCISE LEADERSHIP AND DIRECTION DURING THE PERIOD OF HIS ABSENCES BY HIS FAILURE TO ADVISE THE BOARD IN WRITING OR BY PHONE OF HIS OPINIONS AND CONCLUSIONS UPON MATTERS UNDER CONSIDERATION BY THE BOARD, THEREBY DENYING THE BOARD AS WELL AS THE CITY COMMISSION OF THE OPPORTUNITY TO BE GUIDED BY THE EXPERTISE OF MR. HUTTOE; AND EXPRESSING THE INTENT OF THE CITY COMMISSION TO REQUEST THE RESIGNATION OF CHARLES HUTTOE AS A MEMBER OF THE CIVIL SERVICE BOARD ON OCTOBER 28, 1976 IF THE REASONS OFFERED BY MR. HUTTOE AT THAT TIME ARE NOT CONSIDERED ADEQUATE TO JUSTIFY THE AFORESAID ABSENCES. "DOCUMENT INDEX ITEM NO. :11 f 1 WHEREAS, the City Commission of the City of Miami has tried to follow the Booz-Allen recommendation to implement the Human Resources Department within the City's administrative structure; and WHEREAS, the City Commission has followed the recom- mendation of the City Manager in his proposed 1976-77 budget creating the Department of Human Resources; and WHEREAS, the City Commission has followed the Booz-Allen report and the City Manager's recommendation properly defining the scope of the Civil Service functions; and WHEREAS, that definition of the Civil Service functions and the City Commission's adoption of said definition are within the scope of the Commission's authority as set forth in the City ,Charter, as adjudged by the City Attorney; and CITY COMMISSION MEETING OF OCT i4I76 i�r3�t�eary, /74. 44.4 4.k uS; i �LJ r�Z • W tt L, the dforesaid City Commission's adtioh is being riled by a lawsuit brought by the Civil Service Board; and WHEREAS, the very existence of the City of Miami is e ardized by the aforesaid litigation; and WHEREAS, the magnitude of the herein subject matter is such that the participation and active voice of a chairman was required in the deliberations of the Civil Service Board; and WHEREAS, the incumbent Chairman of the Civil Service Board has been on vacation and has been absent from four Civil Service Board meetings where the aforesaid litigation and other related matters have been discussed; and WHEREAS, though absent the Chairman did not by telephone or letter express his opinion on the aforesaid litiga- 'tion, thereby enabling said opinion to be made a part of the record for review by this commission; and WHEREAS, the herein resolution is in no way to be considered a personal reflection upon an individual who has served the City of Miami with great dignity and ability; and WHEREAS, the herein resolution is considered with painful reluctance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF :THE CITY OF MIAMI, FLORIDA: Section 1. Charles Huttoe, Chairman of the Civil Service Board of the City of Miami, is hereby requested to appear before the City Commission on October 28, 1976, at such time as is convenient to him, and thereupon explain to the Commission the reasons for his absence from the past four Civil Service Board meetings and the reasons for his failure to exercise i1 bfhip and direction during the period of his absences by hit failure to advise the Board in writing or by phone of his Opinions and conclusions upon matters under consideration by the Board, thereby denying the Board as well as the City Commission of the opportunity to be guided by the expertise of Mr. Huttoe. Section 2, It is the intention of the City Commission to thereupon request the resignation of Charles Huttoe as a itietttber of the Civil Scrvice Board on October 28, 1976, if the reasons offered by Mr. Huttoe at that time are not considered adequate to justify the aforesaid absences and the reasons for his failure to exercise leadership aril direction during the period of his absences by not advising the Board in writing or by phone of his opinions and conclusions upon matters under consideration by the Board.
