Community Facilities Officer Program Community Response Center The Manpower Planning Consortium has notified us in writing of its• authorization enabling the City to begin disbursing funds for the above programs as of October 1, 1976. The Office of Federal Employment and Training Programs has six (6) • staff members whose salaries have been funded thru STEP'76, Phase II until September 30. These individuals are scheduled as of October 1, 1976 to receive their salaries from In -School Youth Program funds; however, expenditures have not as yet been authorized by the City Finance Department because the Manpower Planning Council is still in the process of preparing the contract!, for City Commission approval of the four stated programs. Naturally, we want to avoid laying -off the six staff members who are affected by this situation. The attached resolution authorizes the City Manager to enter into agreements to operate these programs pursuant to City Resolution No. 74-111 (copy enclosed), and ratifies all measures taken, including the expenditure of funds, to implement the programs prior to the adoption of the proposed resolution. Thru this mechanism the City would be permitted to advance funds as of October 1, 1976 to be reimbursed by Metropolitan Dade County. Therefore, it is appropriate for the City Commission to authorize .the City Manager to enter into the proposed agreement.
