In that report, I indicated that a resolution supporting the location of the National Solar Energy Research Institute at the Graves tract property would be submitted for your consideration at the October 14th, City Commission meeting. I recommend the adoption of the attached resolution. The national Solar Energy Research Institute was authorized by the federal Solar Energy Research Development and Demonstration Act (Section 10, Public Law 93-473) for the purpose of performing research, development and related functions in the support of the national solar energy program. It is the federal government's intention to establish SERI by January of 1977. To accomplish this goal, it has invited proposals- from organizations to be designated as the manager -operator of SERI and is also determin- ing the site for the proposed Solar Energy Research Institute. In order to meet federal schedules, it is proposed that SERI be initially located in temporary quarters and that permanent facil- ities be constructed to accommodate a projected five-year buildup of personnel, approximating 1,500 persons. The proposed operating budget of SERI will grow from first term operation of $6 million per year to a total operating budget of nearly $50 million. One of the prospective manager -operators is the National Solar Energy Research Consortium, Inc. (NSERC), a non-profit organiza- tion comprised of 14 universities located in 12 states. (See attached Chart 1-A-1). This consortium of universities, of which Dr. Henry King Stanford is Vice Chairman of the Board of Directors, has several outstanding characteristics which enhance its selection by the federal Energy Research and Development Administration as Solar Energy Research Institute manager -operator. Included among these characteristics are demonstrated excellence in solar energy research and development, an understanding of differing regional energy needs and the successful track record of individual univer- sity members for contributions to the development of science and engineering in the energy field. The NSERC, Inc. has, as a result of reviewing potential sites, selected the State of Florida -owned property at the old Interama site as being most nearly optimal to meet ERDA's site criteria. Oh June 8, Metropolitan Dade County, by Resolution R-640-760 appointed a three -member steering committee composed of County Commissioner Sidney Levin; 0. Leslie Nell, Executive Vice Presi- dent of the Southeast Banking Corporation; and Dr. Henry King Stanford, President of the University, of Miami, to act as a steering committee in seeking the designation of Dade County as the site for the Solar Energy Research Institute. With the assistance of the steering committee, NSERC has included as a part of its proposal to ERDA an initial site for the SERI as the City Center Building, located at 7889 Biscayne Boulevard. This building is a modern, 11-story office tower (photograph attached). They have further proposed that the permanent SERI facil ity be located on the State-owned land at. the Graves Tract property. The attached location map identifies the property pro- posed and its relationship to City of Miami -owned property at the Graves Tract, The City administration will keep in communication with the Metro - appointed steering committee and County Manager staff, and assist them in bringing the Solar Energy Research Institute to our area.
