Page 2 of 3 WHEREAS, the mission of the Miami Foundation under the Advancing Cities grant is to fund projects focused on training residents and small businesses to be more resilient to chronic financial stresses such as the lack of lucrative jobs, insufficient profit from local business, and procurement opportunities; and WHEREAS, the Miami Foundation has awarded the City a three (3) year grant in an amount not to exceed $466,977.00 to hire one (1) a full-time Workforce Navigator who will work closely with the City's Opportunity Center staff to generate sustainable job opportunities and one (1) part-time Small Business Advocate who will assist in the implementation of a data management system and work closely with the City's small businesses to identify and obtain resources from community providers; and WHEREAS, the grant funds will also allow participants to receive support services such as childcare subsidies, transportation passes, and On -The -Job ("OTJ") training which are intended to improve the likelihood of success in attaining new job opportunities; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized to accept grant funds in an amount not to exceed $466,977.00 from the Miami Foundation to fund a new special revenue program titled "Advancing Cities Grant Program." Section 3. The following new Special Revenue Fund is established and resources are appropriated as described below: PROJECT TITLE: Advancing Cities Grant Program RESOURCES: The Miami Foundation APPROPRIATIONS: Advancing Cities Grant Program $466,977.00 $466,977.00 Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.[2] [1] The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. [2] If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. Grant Description: Terms and Conditions: In accepting this grant award, the organization agrees to the following: 1. To use the funds for the purpose described in this Agreement and in accordance with the proposal approved by the Foundation. Any changes to the program scope (Appendix A), intent or budget (Appendix B) must be authorized in advance in writing by The Miami Foundation. The Miami Foundation may, at its sole discretion, terminate the grant, cancel any remaining portion of grant funds that have not been disbursed, and/or demand return of funds spent on unauthorized or unapproved items in which case Grantee shall return such funds within thirty (30) days of demand. 2. To maintain financial records consistent with generally accepted accounting principles; have them audited annually as appropriate to your organization. 3. To prominently acknowledge that support has been provided by The Miami Foundation and JPMorgan Chase Foundation in any and all publications and materials produced by the recipient in connection with or regarding this project must be reviewed and approved in advance. a. The Miami Foundation's logo is available on our website, miamifoundation.org/logos. b. Recipients are required to recognize the Foundation's support on their web sites, promotional materials, media releases, reports and other printed materials. c. Any use of the Foundation's name and/or logo on digital or printed promotional materials or items/documents for media release must be reviewed and approved. To report on the grant as per the schedule in this agreement and following the Foundation's reporting guidelines; and be prepared to provide additional information and documentation if requested. 5. Grantee will maintain its tax-exempt status as a Section 501(c)(3) organization classified as a public charity under Sections 509(a)(1) or (2) current throughout the period of this grant. 6.
