HomeMy WebLinkAboutR-76-0843C/rb 9/16/76 RESOLUTION NO. 76-843 A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH MANAGEMENT SCIENCE AMERICA INC. FOR IT TO RENDER PROFESSIONAL SERVICES IN PROVIDING AND INSTALLING ITS PAYROLL ACCOUNT SYSTEM AND INTERFACING THE SAME WITH THE CITY'S FINANCIAL MANAGEMENT SYSTEM AT A TOTAL COST OF $28,000 FOR SUCH PROFESSIONAL SERVICES WITH FUNDS THEREFOR ALLOCATED FROM FEDERAL REVENUE SHARING FUNDS. WHEREAS, the City has initiated a Financial Management System and engaged professional consultants to assist in the evaluation of computer equipment, the design and implementation of the program management systems, and the supervision of selecting and installing a payroll - personnel system; and WHEREAS, the City of Miami and the consultant have evaluated several municipal payroll -personnel systems and determined that those systems lack suitable documentation for transfer to meet the City's needs; and WHEREAS, the need to implement a payroll -personnel system to meet the present and future needs of the City is critical and it is essential that a well -documented payroll -personnel system be obtained as soon as possible; NOW, THEREFORE, BE IT RESO aOCUP.6I Cp .4TAIION OF THE CITY OF MIAMI, FLORIDA: U !TEM NO. Section 1. The City Manager is hereby authorized to execute an agreement with Management Science America Inc. for it to render professional services in providing and installing its Payroll Accounting System and inter- facing the same with the City's Financial Management System at a total cost of $28,000 for such professional services with funds therefor allocated from Federal Revenue Sharing Funds. The consultants (Peat, Marwick and Mitchell), and the City staff have completed on -site visits to Jacksonville and Tallahassee for the pur- pose of obtaining a personnel/payroll system. The consultant also completed a supplemental survey of payroll systems installed on Burroughs equipment in 31 other cities. The Jacksonville system was operating on a Burroughs 6700 but the documentation was not adequate. A thorough study of the Tallahassee system with available documenta- tion was conducted on a two -three week period by the City staff, which determined that inadequate documentation of the system would require additional documentation and implementation effort of approximately 200 man -days for those phases of the Tallahassee system which could be used. In addition, 200 more man -days would be required to develop an in-house payroll system which would meet the City's specifications. 2. Because of the pressing need to implement a payroll/personnel system, the lack of in-house resources to devote to the development of such a system and the demands for staff of the Financial Management System, it is our opinion that the most cost-effective approach in both time and money for the City would be the purchase of a well -documented payroll/personnel sys Len'. 3.
