HomeMy WebLinkAboutR-76-08311PC/rb 9/17/76 RESOLUTION NO. 76-831 A RESOLUTION REALLOCATING THE SUM OF $27,500 IN FUNDS OF THE POLICE CRIME PREVENTION FACILITIES BOND FUND —MODERN MIAMI POLICE HEADQUARTERS FOR THE PURPOSE OF EXTENDING THE PERIOD OF SERVICES BY AN RSX-11 D OPERATING SYSTEMS SPECIALIST; PROVIDING FOR SUCH REALLO- CATION FROM PREVIOUSLY ALLOCATED FUNDS FROM THE FOLLOWING PROJECTS AND PROGRAMS: COMPUTER SYSTEM (E-SYSTEMS INC.) - $4,500 (RESO. NO. 76- 614): MICROFORM SYSTEMS SPECIALIST (MIAMI MICRO- FILM SERVICES INC. - $10,000 (RESO. NO. 75-946); AND CONSULTANT SERVICES (STANFORD RESEARCH INSTITUTE --CONCLUDING PHASE OF STUDY) - $13,000 (RESO. NO. 75-943). WHEREAS, the City Commission by Resolution No. 75-946, passed on October 9, 1975, approved the acquisition of, and allocated funds for the provision of "RSX Operating Systems Specialist Services" for a 12-month period; and WHEREAS, "RSX" standards for Resource Sharing Executive, and the RSX Operating System is software that the Police Department computers employ to share the use of the computers between various on-line tasks that require concurrent processing; and WHEREAS, the operation of computer systems such as computer aided dispatch and computer aided report entry are "DOCUMENT INDEX FTr N1NO ' r WHEREAS, to facilitate a smoother break-in`pe-rrorl of operations for computer aided dispatch, and to enhance the final development of computer aided report entry and its initial implementation, the continued provision of an RSX Operating Systems Specialist's services is necessary; and WHEREAS, these services can be provided without allocating any additional police bond monies by reallocating dependent upon the RSX Operating System; and monies from other police bond fund allocations, which are available because of economies achieved, or the monies accomplish- ment of work in less time and money than originally anticipated; "SUPPORTIVE DOCUMENTS FOLLOW" • NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OP THE CITY OF MIAMI, FLORIDA: Section 1. The sum of $27,500 in funds from the POLICE CRIME PREVENTION FACILITIES BOND FUND —MODERN MIAMI POLICE HEADQUARTERS is hereby reallocated from the following listed programs and projects for the purpose of extending the period of services byan RSX-11 D Operating Systems Specialist: PROJECT/PROGRAM Computer System E-Systems, Inc. Resolution No. 74-614 Microform Systems Specialist Miami Microfilm Services Inc. September 2. 1976 'II st:crJr•' Re -allocation of Police Bond Funds ENCLOSURES: The City Commission by Resolution No. 75-946 on 9 October 1975 approved the acquisition of, and allocated funds for the provision of "RSX Operating Systems Specialist. Services" for a twelve month period. "RSX" stands for Resource Sharing Executive, and the RSX Operating System is software that the Police Department computers employ to share the use of the computers between various on-line tasks that require concurrent processing. The operation of computer systems such as computer aided dispatch and computer aided report entry are dependent upon the RSX Operating System. To facilitate a smoother break-in period of operations for computer aided dispatch, and to enhance the final develop- ment of commuter aided report entry and its initial implementation, the continued provision of RSX Operating Systems Specialist services is necessary. These services can be provided without allocating any additional police bond monies by re -allocating monies from other police bond fund allocations, which monies are available because of economies achieved, or the accomplishment of work in less time and money than originally anticipated. The monies which can be re -allocated are: 1. From E-Systems allocation, Resolution No. 74-614 of 11 July 1974 in the amount of $4,500. 2. From Miami Microfilm Services, Inc. allocation, Resolution No. 75-946 of 9 October 1975 in the amount of $10,000. 3. From Stanford Research Institute allocation, Resolution No. 75•-943 of 9 October 1975 in the amount of $13,000. "SUPPORTIVE DOCUMENTS FOLLOW" Jbseph R• Grassie City Manager s September 2, 1976 The total amount that can be re -allocated is $27,500. which will provide about seven months of such services. It is requested that these monies be re -allocated and made available by resolution so that the appropriate steps can be taken to obtain these professional services in the RSX Operating Systems. If you approve this action, could this item be placed on the 23 September 1976 City Commission agenda. Attached to this memorandum is a memorandum on this subject. for your signature to be forwarded to the City Commission if you wish to do so.
