Public Works Employment
Act of 1976
On July 22, 1976, Congress enacted the "Public Works Employment
Act 1976" by successfully overriding a presidential veto. The
administration has reviewed Public Works projects .that will
comply with the technical rules; and regulations published by
the Economic Development Administration (EDA) on August 23, 1976.
Out of more than 100 projects, t? projects valued at almost $15
million, were selected that appeared to meet the rigid require-
ments of EDA. It is anticipated that the City may receive
approval for approximately $5 million in grant funds.
The suggested City projects are:

The EDA criteria for eligibility includes the following:
a. Labor must be on site within 90 days of project
approval.
b. Construction has not been started.
C. Project relates to approved community plans,
where applicable.
d. Where feariblc, project will promote long range
plans and programs of City and Regional area.
e. Cost overruns must be covered by local funds.
f. Total Federal grant may not exceed $ million.
g. Project must be completed within two years.
h. Site must be owned by the applicant.
Additional projects will he :;uh=t i tuted i.or priority projects
found not to be eligible.
Because of rapidly developing information, regarding project
eligibility the City's project list must be kept flexible if the
City is to achieve the maximum benefit from this Federal Grant
Program. It has been estimated that approximately $133 million
will be available for the State of Florida which has the second
highest unemployment rate nationally and ranks fifth in the total
number of unemployed.
Application forms are being prepared for each project now, however,
no applications will he accepted by EDA until funds are ready for
distribution.
Assuming orderly progress through Congress and approval by the
President, the application process could begin by October 1, 1976.
The Commission will be kept informed of the City progress in
making these applications.
