ENCLOSURES.
A workshop to review and discuss the preliminary design prepared
by Harry, Oppenheimer, Ross and Associates for the conversion of
the Coconut Grove Incinerator to a park facility has been sched-
uled for the September 23 Commission meeting.
On July 21, 1976, a copy of their report entitled "Coconut Grove
Opportunity Center" was transmitted to the Commission for their
information and review. Highlights of this report propose:
1. The inc3nerat.or structure be modified and refurbished
for use as a facility conducting recreation, cultural
and vocational training programs.
2. That both public and private sector agencies be
invited to conduct selective Opportunity Center
Programs.
3. The existing garage building at the northeast corner
of the incinerator site he converted to a Teen Center.
4. That portion of Jefferson, Street which separates the
incinerator site from (;rand Avenue Park be closed.
5. The incinerator site be joined with Grand Avenue Park
and the entire area be redeveloped for athletics and
recreational activities.
6. The present Grand Avenue Park Community Building be
modernized and converted to a Chi.-1ren's Center.
Section 6 of the report contains an implementation schedule divided
into construction phases. The total cost for the improvements
proposed is estimated to be between $4.7 and $5.4 million. Initial
improvements would be funded by 1976 and 1977 Community Development
money. It is estimated that $500,000 will be available for this

ENCLOSURES:
After our review of the Coconut Grove incinerator conversion
project, I contacted Mr. John T. Coursey, Director, Lindsey
Hopkins Ted Nir:hols Education Center, to obtain from the
School Board a statement: that they would participate in the
vocational program planned for the project.
I asked Mt. Coursey if we c ud have a letter stating the
School Board would undertake the Ornamental Horticulture
Program commencing in the fall of 1977 if the City provided
the space and structure; also, would the School Board provide
maintenance and indicate whether or not they would be inter-
ested in conducting other vocational programs. Mr. Coursey
stated he would give us a letter to that effect.
Inasmuch as we had not received this communication, Friday,
the 17th, I again called Mr. Coursey. His office informed
me that i1r. Coursey was on vacation and would not return
until September 27. I was then referred to his superior,
Mr. John F. Standridge, Superintendent of Vocational Adult
Education. I informed Mr. Standridge of the pending Commis-
sion workshop and our desire to have a written statement of
the School Board's participation in the vocational program.
Mr. Standridge informed me that the school system's financial
situation had changed since this proposal was presented to
us and that the School Board may not now be in a position to
conduct the level of program originally indicated. He
requested that representatives of the City and the School's
Adult Education meet to discuss the matter.
