SUBJECT: PROPOSED ORNAMENTAL HORTICULTURE PROGRAM
(OLD SMOKEY SITE)
As a result of the April 9, 1976, uiectiri, at the Old Smokey site, con-
siderable conversation and one additional meeting have resulted in the
following proposal for an initial vocational program at. the Old Smokey
location:
1. Kind of Program Recommended:
Ornamental horticulture with special emphasis on plant
propogation, plant identification _and care and maintenance
of shrubbery and plant species..
2. Objectives of the Program:
Prepare out of school youth and adult students for entry in
and advancement within the nursery industry and lawn mainten-
ance fields.
3. The Program:
The ornamental horticulture program will serve not only the adult
community of the Coconut Grove area, but it will serve an a center
offering instruction on a first come -first serve basis, to all
Dade County residents.
The program will be offered initially on a part-time, basis during the day,
until enrollment trends can be established. It is recommended that light-
ing be installed to provide instruction in the evening as well.
The Curriculum will follow the course outline developed by the Vocational
Division. A copy of the course outline, Ornamental Horticulture-5794, is
attached.

The program could function effectively within the building
presently being proposed as a "teen center" within the pro-
posed GRAND AVENUE PARK PROJECT. (See nccompanying drawings).
The grounds would require grading and black topping as well as
fencing to protect the plant specimens under cultivation in
containers, The plant propagation areas can be of simple de-
sign, wooden frame with translucent tinted fiberglass panels.
The shaded areas are simple frane structures with lattice or
net covering for shade. The existing well appears to be of
adequate size, however, we have no way of determining the
quality or quantity of water Tt in recommended
that laterals be in:;tnlled and rain -bird tune sprinkling be
utilized. Lighting should be adequate for ni:rhr operation,
with sufficient night security lightinr, an necessary. The
equipment necessary would be similar to that utilized by the
industry, i.e. tillers, mowers, sprayers, hand trucks, etc.
An assortment of shop equipment and hand tools would be necessary
to maintain this equipment. In addition, shop equipment to fa-
cilitate the operation of the total program would be required,
i.e., welding equipment, electric sews, drill press, etc. All
equipment would he utilized in the training of students.
5. Conclusion:
It is felt that the program as proposed could be implemental
within a minimum length of time. A curriculum is on hand,
availability of a teacher is not considered a problem and the
proposed equipment is of the type that. is relatively inexpensive.
An initial stock of plants is on hand and transferable from ex-
isting high school day program at no cost. The proposed layout
of the building and grounds took into consideration recommenda-
tions and planning contained in Harry, Oppenheimer, Ross and
Associates proposed Grand Avenue Park, in the event future plans
included movement of the program to another location.
The funds for all proposed renovations to the existing building,
grading and black topping must be provided by the City of Miami.
I'm not sure what the proper channels of cog' unication are to get this
information to the City Manager, Paul Andrews, but if we are to be-
gin the program in September the renovations should begin very
shortly.
