RESOLUTION No. 16-795-A
A RESOLUTION AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT
WITH UNITED FAMILY AND CHILDREN'S
SERVICES, INC., A NON-PROFIT
ORGANIZATION, FOR THE PURPOSE OF
SUB -CONTRACTING C.E.T.A. PUBLIC
SERVICE EMPLOYMENT POSITIONS TO BE
FUNDED THROUGH C.E.T.A. ALLOCATIONS
RECEIVED BY THE CITY OF MIAMI UNDER
AGREEMENTS BETWEEN THE CITY AND
METROPOLITAN DADE COUNTY, AS AGENT
FOR THE MANPOWER PLANNING CONSORTIUM.
WHEREAS, the City of Miami operates public service employ-
ment programs under the Comprehensive Employment and Training Act
of 1973 (C.E.T.A.), as amended; and
WHEREAS, United Family and Children's Services, Inc., a
non-profit organization, has requested the City of Miami to pro-
vide to it certain public service employment positions in order
to enhance services to City of Miami residents;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION -OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager be and he is hereby authorized
to enter into an agreement with United Family and Children..'s
Services, Inc., a non-profit organization, for the purpose of
sub -contracting C.E.T A. public service employment positions to
be funded through C E.T.A. allocations received by the City of
Miami under agreements between the City and Metropolitan Dade
County, as agent for the Manpower Planning Consortium.

Enclosed are four resolutions authorizing the City t.tanaaer to enter
into agreements with the local private non-profit organizations
listed below:
. United Family and Children's Services, Inc, in the amount
of $2462.00 for ttoo (2) CETA slots.
. Christian Community Service Agency, Inc. in the amount of
$1099.00 for one (1) CETA slot.
. Saber, Inc. in the anount of $1213.25 for one (1) CETA slot.
. Coconut Grove Family Health Clinic in the amount of $2407.00
for two (2) CETA slots.
The proposed agreements are all for the purpose of providing, the
above listed organizations with Public Service Employment positions
allocated to the City of Miami under agreements between Metropolitan
Dade County and the City. These contracts would release the City from
responsibilities of supervision, payroll and fringe benefits which
should be more appropriately carried by the private non-profit orga-
nizations where these individuals are actually placed.
The City is not relinquishing screening responsibility for partic-
ipant eligibility under the guidelines of the Comprehensive Employ-
ment and Training Act.
