BE IT ORDAINED BY THE COMMISSION OP THE CITY OP MIAMI, PLORIbA:
Section 1. Notice of the special bond election hereto-
fore called by Ordinances Nos. 8571 to 8573 , inclusive, to be
held on Tuesday, September 28, 1976, shall be published in THE
MIAMI NEWS and THE MIAMI HERALD, newspapers of general circula-
tion published in the City of Miami, Florida, at least once
each week for 4,consecutive weeks before said election, the date
of the :first publication in each of said newspapers to be at
least 30 days before said election, which notice shall be sub-
stantially in the following form:

To Be Held On
TUESDAY, SEPTEMBER 28, 1976

THE CITY OF MIAMI, FLORIDA
As provided by Ordinances Nos. 8571 to 8573
inclusive, duly adopted by the Commission of the City of Miami,
Florida, a special election will be held on Tuesday,
September 28, 1976
for the purpose of submitting to the qualified electors of the
City of Miami, Florida, the following questions:
Shall bonds of the City of Miami, Florida, in an aggregate
amount not exceeding $25,000.000 be issued', under

Each of the ordinances authorizing the issuance of the
bonds mentioned above provides that for the prompt payment of the
principal of and the interest on the bonds there shall be levied
and collected annually, a special tax upon all taxable property
within the City of Miami, over and above all other taxes authorized
levied by the City of Miami, sufficient to pay such prin-
and interest as the same respectively become due and payable.
The Commission of the City of Miami reserves the right
to make all or a part of the bonds of each issue redeemableprior
to their respective maturities at such times and prices and under
such terms and conditions as may be fixed by resolution prior to
the sale of the bonds.
The polls at said election will be open from 7,00
A.M. until7,00 o'clock P.M. of the same day.

Section 3. The City of Miami is under permanent
registration and since the general election laws of the
state require 14 days prior approval by the Board of County
Commissioners of Dade County for acceptance of branch office
registration and the registration books must be closed 30 days
prior to the date of such special bond election, registration
for such special bond election shall be at the office of the
Supervisor of Elections of Dade County, 1400 Biscayne Boulevard,
Miami, Florida.
Section 4. Said special bond election shall be held
in the several precincts, respectively,

Section 6, The City Clerk of the City of Miami,
Florida, is hereby designated and appointed as the official
representative of the Commission in all transactions with the
Supervisor of Elections of Dade County in relation to matters
pertaining to the use of the registration books and the holding
of said

Section 7. The ballot used in said election for voting
on each question submitted shall be that portion of the cardboard
or paper or other material within the ballot frames of the voting
machines which will contain a statement of the question submitted,
and said voting machines shall provide facilities for all quali-

Section8. Each elector desiring to vote for the
issuance of any of said bonds shall be instructed to turn down the
pointer or lever over the word "FOR" within the ballot frame con-
taining the statement of the question relating to such bonds, and
each elector desiring to vote against the issuance of any of said
bonds shall be instructed to turn down the pointer or lever over
the word "AGAINST" within the ballot frame containing the state-
ment of the question relating to such bonds.
Section 9. The City Clerk shall cause to be prepared
absentee ballots containing the questions set forth in Section 7
above for the use of absent electors entitled to cast such ballots
in said election.
Section 10.:This ordinance is hereby declared to be
an emergency measure upon the ground of urgent public need for
the preservation of peace, health, safety and property in the
City of Miami.
Section 11. This ordinance shall go into effect
immediately upon its passage and shall not be subjectto the
right of referendum as an ordinance.
Section 12 The requirement of reading this ordi-
nance on two (2) separate days is hereby dispensed with by
