Dear Mr. Robbie:
The City Commission Agenda of July 8, 1976, provided an opportunity
for the Miami Dolphins to discuss with the City Commission the proposed
McNulty Report for a new football stadium in our community.
Through telephone communication with Mr. Dan Paul, it was discussed
that the McNulty Company would not be available on that date to make the
presentation. In an effort to come to some understanding with reference
to the McNulty Report and the proposed use of the Orange Bowl for the
two Exhibition Games, we communicated with Mr. Paul requesting that
he appear at the City ComI-mission Meeting in an effort to come to a reso-
lution with reference to these two matters.
A discussion was held with Mr. Paul at the City Commission Meeting of
July 8, 1976, That discussion resulted in the following:
1. The City Commission invited you and the McNulty
Company to present its findings with reference to
the development of a new stadium.
2. Continuation of the discussion of the Orange Bowl
Stadium relative to use by the Miami Dolphins for
the 1977 Season Exhibition Games.

In an effort to confirm these arrangements, I attempted to communicate
with Mr. Dan Paul on July 15, 1976. Mr. Paul returned my telephone
inquiry this morning, July 16, 1976, and conveyed to me the wishes of
the Miami Dolphins and the McNulty Company that an informal session
be held wherein the McNulty Company would present its report to the City
Commission and a free exchange of ideas would take place between the
Miami Dolphins, the McNulty Company, the City Commission and the City
Administration.
Mr. Paul proposed that an informal meeting be held at the earliest possi-
ble date prior to the meeting of July 22, 1976. As a result of the telephone
conversation that followed with Mr. Dan Paul, an informal work session of
the City Commission has been arranged for 4:00 p. m. on Wednesday,
July 21, 1976. It is anticipated that the McNulty Report will be presented
to the City Commission.
In the event that it is not appropriate to discuss the arrangements for the
two Exhibition Games at the informal session on July 21, 1976, this is to
reaffirm the City Commission's desire to discuss the use of the Miami
Orange Bowl Stadium, with such discussion to take place at 2:00 p. m. on
July 22, 1976, which was established at the City Commission Meeting of
July 8, 1976.
I want to express, on behalf of the City Commission, their interest to come
to an understanding with reference to the Dolphins' use of the stadium. The
Commission has expressed publicly its desire to arrive at an understanding.
