FILE Community Development Funding For Housing ENCLOSURES. The efforts of the City of Miami to provide housing for its lower income residents through its Housing Bond Issue has received initial recognition from the Department of Housing and Urban Development in its allocation of 500 Section 8 new construction units to the City. In designating this sub- sidy, HUD has earmarked 100 units for large families. The 13 parcels between Day and Percival and Percival and Oak directly east of Douglas }toad ksee attachment) have been se- lected as the most appropriate sites to provide for some of the aforementioned housing. Dade County's Department of Housing and Urban Development plans to construct 25 large family units on the above sites. Twelve of these units will be in townhouses, 10 in duplexes and 2 in single family struc- tures. This development would involve the demolition of 12 substandard dwelling units and the dislocation of 12 families, bringing the total acquisition and relocation costs to $225,000. The Office of Community Development, which has worked closely with Dade County's Department of Housing and Urban Development in the selection of housing sites concurs with the plan for the chosen location and considers it appropriate to purchase the land as one of its Second Year projects. To allow for this transaction, it is necessary to use $225,000 of the $275,000 which had been designated for demolition of deteriorated struc- tures in the Second Year Community Development application. Given the importance of and efforts towards the provision of low income housing, we feel that this transfer will represent a positive step towards the fulfillment of the City of Miami's housing goal. The building demolition program will be funded in the amount of $50,000, in addition to the amount regularly received as part of the General. Operating Budget. Box 330708, Miami, Florida 33133 Dear Mr. Crumpton: Last month HUD Secretary Carla Hills notified Mayor Ferre that HUD was allocating S00 units of Section 8 housing to this Department to permit the first stage of the City's hous- ing program to move ahead. We were required to submit appli- cations for these units by the end of last week and we have done this. We submitted proposals for every cleared parcel of land that we had acquired under the NDP and CD programs, or that has been committed for acquisition under the CD program. Even so, we could only develop proposals for 47G units of housing. As you know, we have used first year CD funds to acquire a tenement house (the Sussman property) on the southeast corner of Day Avenue and Douglas Road in Coconut Grove. Also, we are in the process of acquiring the Barbara Rose Apartment at Douglas and Percival with second year CD funds. If we were to acquire the following blighted property adjacent to these two properties, we would be able to construct a 24-unit de- velopment of single family, duplex and patio houses. In addi- tion to providing housing, this would permit us to productive- ly use the land on which the two tenement houses are located. Lots 8, 9, 10, 11 Lot 12 and E 5' of N 100' Lot A.
