A REVOLUTION AUTHORIZING THE CITY
MANAGER TO COMMENCE NEGOTIATIONS
'WIITH BAYSHORE PROPERTIES, INC.
FOR THE LEASE AND REDEVELOPMENT
OF TIIE PROPERTY COMMONLY Koi lli AS
THE COCONUT GROVE Mr:iRINA FOR PARK
:NO RECREATIONAL PURPOSES.
WHEREAS, the City Commission authorized the City Manager
to advertise for public bid proposals for the redevelopment of
the property commonly known as the Coconut Grove Marina for
park and recreational purposes; and
'TUERE,AS, eight bidders made proposals for the public use
of said property; and
7HL REAS ; the Commission finds that the concept of a
public park has changed substantially and that the trend is
toward expanding and enlarging facilities for amusement and
recreation: and
WHEREAS, the Commission finds that Miami is a year round
vacation resort and that its parks and recreational facilities
must supply adequate recreational opportunities not only for its
citizens but for tourists and visitors as well; and
'IHEREAS, the Commission finds that the Dinner Key roaster
Plan calls for the commercial use of the property commonly known

as the Coconut Grove Marina; and
WHEREAS, REAS, the Commission finds t 4110prva
Bayshore Properties, Inc. to spend at least 1.4 million dollars
to redevelop the property (and said improvements to become the
property of the City upon completion of said improvements)
provides an attractive method for financing a public project; and

I3,ay-;hor. .ro•erties, Inc. can, subject to successful negotia-
tion, provide the best use of the subject property for nark and
recreational purposes in accordance with the recommendations
of the Dinner Key Plaster Plan and the needs of the public; and

WHEREAS, the Commission finds that any private business
h the Dinner Key Complex will occupy only a small percentage of
the total area of the park; and
WHEREAS, the Commission finds that some commercial uses
are necessary for the convenience of those who use the park and
recreational facilities at Dinner Key and to further insure the
Success of the park facility; and
'1iiEREAS, the Commission finds that any private business
aspect of Bayshore Properties, Inc. will be incidental to the
public park purpose as provided in the Dinner Key Master Plan
and in the policy statements of the City Commissioners as
expressed from time to time; and
WHEREAS, the Commission finds that any lease of the
subject property must necessarily incorporate such controls by
the City as may be needed to insure fulfillment of the park and
recreational facilities punjoses,including but not limited to
the securing of the use of the water and the waterfront in and
to the public:
NOlq, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI , FLORIDA:
Section 1. The City Manager be and he is hereby authorized
to commence negotiations with 3ayshore Properties, Inc. for the
lease and redevelopment of the property commonly known as the
Coconut Grove Marina for Park and Recreational Purposes.
PASSED AND ADOPTED this 22 day of JULY , 1976.

the City, to waive any irregularities in any proposals, to reject
any or all proposals, or to readvertise for proposals, if desired.

but not be limited to, the bidder's experience, the dollar amount
of the bid, than bidd,,2r' :s financial qualifications, the professional
reputation of the bidder, and an evaluation by the City of all
materials (sketches, narrative, models, etc.) submitted by the
bidder(s) in support or explanation of their redevelopment plans
for the proparty(ies).
