HomeMy WebLinkAboutR-76-0705CITY OF MIAMI, FLORIA: C/rb 7/20/76 RESOLUTION NO. 76-705 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF THE POLICE NEIGHBORHOOD SPECIALIST PROJECT; PROVIDING FOR AN APPROPRIATION OF $5,467 AS THE CITY'S CASH MATCHING FUND FROM THE 1976-77 FISCAL YEAR BUDGET; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE THE NECESSARY AGREEMENTS TO IMPLEMENT THE PRO- GRAM UPON RECEIPT OF THE GRANT. WHEREAS, the City Commission herein called the "Applicant" or "City", after thorough consideration of the problem and available data, has hereby determined that the Police Neighborhood Specialist Project, whereby uniformed non -arm bearing assistants to the police officer will be recruited directly from the neighborhood and trained in basic law enforcement, is in the best interest of the general public; and WHEREAS, under the terms of Public Law 90-351, as amended, the United States of America has authorizied the Law Enforcement Assistance Administration (LEAA), through the Florida Bureau of Criminal Justice Planning and Assistance, to make Federal Grants to assist local governments in the improvement of criminal justice; and WHEREAS, the City Commission has examined and duly considered such Act and considers it to be in the public interest and to the benefit of the City of Miami to file an application under said Act and to authorize other action in connection therewith; NOW, THEREFORE, BE IT RESOLVER((3��V} THE COMMISSION OF THE t Section 1. The Police Neighborhood Specialist Project is in the best interests of the City of Miami and the general public, Section 2. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed CITY COMMISSION MEETING OF JUL 2 2 1936 by the Florida Bureau of Criminal Justice Planning and Assistance in conformity with Public Law 90-351, as amended, for a grant to be made to the City to assist in defraying the cost of the project generally described above. Section 3. If such grant be made, the City shall provide or make necessary arrangements to provide such funds and/or in -kind contributions in addition to the grant as may be required by the said Act to defray the cost of the project generally described above. Section 4. The City is aware that at least 50% of the minimum required non-federal cost of the project be appropriated cash and that such City funds designated as local hard cash contributions in all related project budget schedules that are to be provided by the City are hereby appropriated new City funds for Criminal Justice use for the express purpose of matching the LEAA funds and have been provided for in the 1976-77 City Fiscal Year Budget in the amount of $5,467. Section 5. The City Manager is hereby authorized to furnish such information and take such other action as may be necessary to enable the City to qualify for said grant and to accept the grant and execute all necessary agreements to implement the project upon receipt of the grant. Riff EHENC- rfi ENCLUIRIRES The Miami Police Department is now in the process of drawing up final application for The Police Neighborhood Specialist Project. This project is funded through a L.E.A.A. grant and local matching funds. The purpose of this grant is to accomplish the following objective: To bring the Police Department closer to the community through the employment of qualified City residents to assist the Police Officer. The Police Specialist will be recruited directly from neighborhood to be served. They will be trained in basic law enforcement. Special- ist will be uniformed, but will not have independent arrest power. They will not bear arms. Method of funding this project is as follows: L.E.A.A. Grant Amount 98,407.00 State Buy -In 5,467.00 * City Cash Match 5,467.00 TOTAL BUDGET 109,341.00 L.E.A.A. requires a formal resolution from the City Commission to be at- tached to the application. * Matching local funds for this project are provided for in the Special Programs and Accounts as part of the 76-77 city budget.
