ISOLUTION NO. 76-704
A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE BUREAU
OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE,
DIVISION OF STATE PLANNING, DEPARTMENT OF
ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING
OF THE JUVENILE OFFENDER DIVERSIONARY PROJECT;
PROVIDING FOR AN APPROPRIATION OF $11,997 AS
THE CITY'S CASH MATCHING FUND FROM THE 1976-77
FISCAL YEAR BUDGET; AND FURTHER AUTHORIZING THE
CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE
THE NECESSARY AGREEMENTS TO IMPLEMENT THE PRO-
GRAM UPON RECEIPT OF THE GRANT.
WHEREAS, the City Commission herein called the
"Applicant" or "City", after thorough consideration of the
problem and available data, has hereby determined that the
Juvenile Offender Diversionary Project, whereby dependent
and delignuent youths are to be permanently and completely
diverted from the Juvenile Justice System through family and
individual counsellinq and case followup, in the best interest of
the general public; and
WHEREAS, under the terms of Public Law 90-351, as
amended, the United States of America has authorized the
Law Enforcement Assistance Administration (LEAA),through the
Florida Bureau of Criminal Justice Planning and Assistance,
to make Federal Grants to assist local g overnmu "DOMIri

WHEREAS, the City Commission has examined and duly
considered such Act and considers it be in the public interest
and to the benefit of the City of Miami to file an application
under said Act and to authorize other action in connection
therewith;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The Juvenile Offender Diversionary
Project is in the best interests of the City of Miami and the
general public.

Section 3. If such grant be made, the City shall
provide or make necessary arrangements to provide such funds
and/or in -kind contributions in addition to the grant as may
be required by the said Act to defray the cost of the project
generally described above.
Section 4. The City is aware that at least 50%
of the minimum required non-federal cost of the project be
appropriated cash and that such City funds designated as local
hard cash contributions in all related project budget schedules
that are to be provided by the City are hereby appropriated new
City funds for Crminal Justice use for the express purpose of
matching the LEAA funds and have been provided for in the
1976-77 City Fiscal Year Budget in the amount of $11,997.
Section 5. The City Manager is hereby authorized to
furnish such information and take such other action as may be
necessary to enable the City to qualify for said grant and to
accept the grant and execute all necessary agreements to
implement the project upon receipt of the grant.

The Miami Police Department is now in the process of drawing up final
application for the Juvenile Offender Diversionary Project. This
project is funded through a L.E.A.A. grant and local matching funds.
The purpose of this grant is to accomplish the following objectives:
This project will address itself to twenty-five hundred
(2500) dependent and delinquent youths with the objective
of assuring that over a twelve (12) month period, ninety
percent (90%) of all the juveniles participating in the
project will he permanently and completely diverted from
the Juvenile Justice System.
We expect this project to be highly successful and one of the more in-
novative programs created through L.E.A.A. grants. This project, al-
though yet to begin, has already received nationwide interest. If this
project is as successful as anticipated, we expect it will have an un-
precedented impact on juvenile and eventually adult crime in the City
of Miami and surrounding areas.

L.E.A.A. requires a formal resolution from the City Commission to be at-
