HomeMy WebLinkAboutR-76-0703iC%tb 7/20/76 RESOLUTION NO. 76-703 A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A GRANT APPLICATION TO THE BUREAU OF CRIMINAL JUSTICE PLANNING AND ASSISTANCE, DIVISION OF STATE PLANNING, DEPARTMENT OF ADMINISTRATION, STATE OF FLORIDA, FOR FUNDING OF THE VIDEO STAFFING AND RELATED EQUIPMENT PROJECT; PROVIDING FOR AN APPROPRIATION OF $4,628 AS THE CITY'S CASH MATCHING FUND FROM THE 1976-77 FISCAL YEAR BUDGET; AND FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE THE NECESSARY AGREEMENTS TO IMPLEMENT THE PROGRAM UPON RECEIPT OF THE GRANT. WHEREAS, the City Commission herein called the "Applicant" or "City", after thorough consideration of the problem and available data, has hereby determined that the Video Staffing and Related Equipment Project, whereby material will be utilized and personnel will be trained specifically for police use of the television medium, is in the best interest of the general public; and WHEREAS, under the terms of Public Law 90-351, as amended, the United States of America has authorized the Law Enforcement Assistance Administration (LEAA), through the Florida Bureau of Criminal Justice Planning and Assistance, to make Federal Grants to assist ment of criminal justice; and localgovernments governments0601\VzNiimMY ITEM NO. / k' 17 WHEREAS, the City Commission has examined and duly considered such Act and and to the benefit under said Act and with; considers it to be in the public interest of the City of Miami to file an application to authorize other action in connection there - NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to file in behalf of the City an application in the form prescribed by the Florida Bureau of Criminal Justice Planning and Assistance in conformity with Public Law 90-351, as amended, for a grant to be made to the City to assist in defraying the cost of the pro- ject generally described above. Section 3. If such grant be made, the City shall provide or make necessary arrangements to provide such funds and/or in -kind contributions in addition to the grant as may be required by the said Act to defray the cost of the project generally described above. Section 4. The City is aware that at least 50% of the minimum required non-federal cost of the project be appro- priated cash and that such City funds designated as local hard cash contributions in all related project budget schedules that are to be provided by the City are hereby appropriated new City funds for Criminal Justice use for the express purpose of match- ing the LEAA funds and have been provided for in the 1976-77 City Fiscal Year Budget in the amount of $4,628. Section 5. The City Manager is hereby authorized to furnish such information and take such other action as may be necessary to enable the City to qualify for said grant and to accept the grant and execute all necesary agreements to imple- ment the project upon receipt of the grant. Grant The Miami Police Department is now in the process of drawing up final application for the Video Staffing and Related Equipment Project. This project is funded through a L.E.A.A. grant and matching local funds. The purpose of this grant is to expand our present video capability by accomplishing the following objectives. a. Acquire personnel to be trained and utilized spec- ifically for Video Staffing. b. The in-house production of video tapes for major crime scene coverage by video for court presentation and trrning of new personnel. c. Provide for the rapid assembly of line-up tapes. d. Production of video tapes of known active criminals, types of vehicles used, etc. e. The recording of lectures on police related subjects that can he presented at different shifts and units, without the lecturer having to be present. Method of funding this grant is as follows: L.E.A.A. Grant Amount 83,298.00 State Buy -in 4,628.00 * City Cash Match 4,628.00 TOTAL BUDGET 92,554.00 L.E.A.A. requires a formal resolution from the City Commission to be attached to the application. * Matching local funds for this project are provided for in the Special Programs and Accounts as part of the 76-77 city budget.
