I have communicated with the Miami Dolphins through Mr. Dan Paul
in reference to the appearance of Mr. Robbie and representatives
of the McNulty firm for the Special Commission Meeting of July 8th.
Mr. Paul informs me that Mr. Robbie will not be available, he will
be out of the city at that time and further, Mr Paul indicates
that Mr. Robbie would prefer to transmit the McNulty report to the
City Commission at the time that the representatives of the McNulty
firm make their presentation to the City Commission.
Mr. Paul also explained to me the conditions under which Mr. Robbie
would make arrangements to utilize the Orange Bowl for the two
exhibition games. I requested that Mr. Paul transmit this informa-
tion to the City in writing and have been informed that we should
receive this information on the morning of the Special Commission
Meeting.

With the holiday weekend intervening, unfortunately
Mr. Robbie did not learn of the invitation to meet with the
City Commission on Thursday, July 8th, in time to arrange
for Mr. McNulty of the McNulty Company to be present to
present his report. Mr. Robbie also had a prior commitment
in Chicago for a business meeting on Thursday. The Miami
Dolphins will be glad to arrange for Mr. McNulty to present
his report to you and the Commission and to make such
additional studies in relation to the feasibility of making
extensive improvements to the Orange Bowl as the Commission
desires. When would you, like Mr. McNulty to make this
presentation?
With the negotiations between the City and The
Miami Dolphins for a lease for the Orange Bowl being at a
stalemate I do not believe a new lease can be finally
negotiated and approved prior to the first exhibition game
on July 3lst. In the hope of clearing the air and getting
the negotiations underway again the Miami Dolphins propose
the following interim arrangement for the two exhibition
games to be played July 31st and August 14th:
The Miami Dolphins will enter into an immediate
written agreement to accept the proposal of Mayor
Ferre to pay the City the sum of $33,000 for each
exhibition game. This amount is 50% over the
highest amount paid by the Dolphins under its old
lease and the Dolphins would agree to adjust this
amount retroactively to whatever amount is finally

agreed upon in a new lease. We think this proposal
of Mayor Ferre is fair and equitable and we hope
it will be reconsidered by the Commission. If no
new lease can be agreed upon the Dolphins will pay
for each exhibition game the highest amount which
the City has presently contracted to accept from
the NFL for the use of the Orange Bowl for any one
game. The Miami Dolphins do not think the Dolphins
should be required to pay on an interim basis for
an exhibition game an amount higher than the City
has already agreed to accept from the NFL for the
Superbowl game which is a guaranteed sell -out.
Acceptance of this proposal would still leave the
option for both parties to continue to negotiate
for a long term agreement.
