IN THE AMOUNT OF $180,640.89 FOR DOWNTOWN FLAGLER STREET - STREET LIGHTING - 1976, PREDICATED UPON THE RECEIPT OF FUNDS FROM METRO DADE COUNTY COMMUNITY DEVELOPMENT TO COVER THE ENTIRE COST OF THE BID; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM, SUBJECT TO FUNDS BEING MADE AVAILABLE FROM METRO DADE COUNTY COMMUNITY DEVELOPMENT. WHEREAS, sealed bids were received on June 10, 1976 for DOWNTOWN FLAGLER STREET - STREET LIGHTING - 1976; and WHEREAS, the City Manager reports that the $180,640.89 bid of Brock Electric, Inc. is the lowest responsible bid and recommends that a contract be awarded to said firm; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Predicated upon the receipt of funds from Metro Dade County Community Development to cover the entire cost of the bid, the bid of Brock Electric, Inc. in the amount of $180,640.89 for the project entitled DOWNTOWN FLAGLER STREET - STREET LIGHTING - 1976, namely Base Bid of Proposal plus Additive Items #22 and 423, is hereby accepted at the price stated therein. Section 2. The City Manager is hereby authorized to enter into a contract on behalf of the City of Miami with Brock Electric, Inc., subject to the aforesaid funds being made avail- able and a signed agreement from Metro Dade County Community Development, for. B-6172 * * * * * * * * t * * * x * * * s * * * * * * * * * * * * * * * * ALL BIDDERS ARE HEREBY NOTIFIED AS FOLLOWS: IT IS THE CITY'3 INTENTION THAT THE PRIME CONSIDERATION DURING THE EXECUTION OF WORK ACCORDING TO THESE PLANS AND SPECIFICATIONS SHALL BE GIVEN TO THE CONVENIENCE OF STORE KEEPERS, PROPERTY OWNERS, SHOPPERS, ETC. CHANGE 1 of 3: SPECIFICATIONS - PROPOSAL PAGE 2g In order to achieve unison in the work between the contractors for the highway portion and the street lighting portion, the working time within the two City contracts should closely match. Therefore: Revise the first paragraph of Proposal page 2g to read: "One hundred and eighty (180) working days" instead of "One hundred and twenty (120) working days." CHANGE 2 of 3: SPECIFICATIONS - DIVISION 2'"- SPECIAL PROVISIONS - SECTION 2.03 (d) - SCOPE AND DESCRIPTION OF kIORK TO BE PERFORMED Add the following paragraph: The Contractor for the street light portion will be required to organize his work such that he shall work in unison with the City's contractor that is installing the sidewalk, curb, gutter, etc. The street lighting contractor must work within the bounds of that portion of the highway construction being Page 1 of 2 installed. At no time will he exceed the highway construction by any more than three hundred feet, The scheduling of all work shall be approved by the Engineer. Grimm, Jr. , Diregor ADDED SPECIAL PROVISIONS Page 7 11..6172 2,2( DAILY COMPLETION OF WORK The Contractor shall schedule his work :so that he will complete any work started on the same night. The Contractor shall notify the storekeepet s the day prior to the time that work will begin in front of their shops during the following night. The storekeeper shall be told of the temporary inconvenience but that any inconvenience shall be kept to a minimum. 2.21 PROVIDING ACCESS TO T'.USINESS ESTABLISHENTS & RESIDENCES Durink construction of the improvement, safe access shall be provided by the Contractor to the F `.rance of all business establishments and residences. ,,;ethods to be used shall be determined by the Contractor with the approval of the Engineer. In the event some shops are open after 8:30 P.M. the Contractor shall schedule his work to avoid any such areas until rfter closing; time or until the Engineer feels motor p.edestrian traffic have subsided enough to be safe tc resume work. In any case, permission for starting time for work on Mondays and Fridays shall be secured from the Engineer. 2`.22 CLEANUP OF CONSTRUCTION AREA Special emphasis will be placed on the cleanup of the construction area during and after each working day. Upon daily completion of construction the project site shall be thoroughly cleaned. This shall include where necessary: washing clean building walls, windows, store entrances, removal of all trash, debris, construction materials and equipment to the satisfaction of the Engineer and at no additional expense to the City. 2,23 DISPOSAL OF MATERIAL Excavated material shall, wherever possible, be so placed as not to interfere unreasonably with travel on the streets, or with access to fire hydrants, houses, garages or with business establishments. ADDED SPECIAL PROVISIONS Page 8 B-6172 2,23 DISPOSAL OF MATERIAL (Continued) All surplus excavated materials not required in the backfilling of trench excavation and around structures shall remain the property of the Contractor, and shall, together with all other rubbish, be promptly removed by the Contractor and disposed of by him to the satisfaction of the Engineer. All surplus materials and debris shall be removed from the work site daily, prior to the end of work night. 2.24 PRECAST STRUCTURE', No precast structure shall be poured until a City inspector or duly authorized representative is present. Contractor shall notify the Engineer 24 hours in advance of antici- pated pour. Structures poured without the Engineer or his authorized representative present will not be allowed for use on the job. This representative shall visibly label each structure as to the date it may be moved. The inspector shall take into consideration in dating the lapse of proper curing time. Precast structures shall be placed to proper grade and shall not be used as a tamper for compaction or to lower or adjust the elevation of the structure. Any precast structures that are mishandled or dropped from heights greater than 6 inches shall be :subject to being removed from the project and rejected at the Engineer's discretion. 2.25 DEFACING OF NEW AND EXISTING CONCRETE AND PAVEMENT it shall be the contractor's responsibility to preserve the. condition of existing and newly constructed concrete side- walk, curb and/cr gutter and pavement. Any damaged pavement or concrete defaced with sticks, nails, footprints, etc., shall be replaced at the Contractor's expense. 2.26 CONCRETE MIXING AND STORAGE YARD The Contractor shall have the use of a City -owned site, located at the east side of N.W. 1 Avenue, between N.W. 10 and 11 Streets, for any storage of materials, equipment and concrete mixing necessary for this project. The City - owned concrete batching plant at this site is inoperable ADD ;D SPECIAL PROVISIONS Page 9 B-6172 2.26 CONCRETE MIXING AND STORAGE YARD (Continued) and will be removed by the City prior to start of construction of Flagler Street. This site shall be shared with the Contractor installing the City's highway portion of this roadi.n ;. 2.27 PAVEMENT AND CONCRETE BASE REMOVAL AND :\EPLACL DENT On Flagler Street between Biscayne Boulevard and F.E.C. railroad tracks at North West First Avenue (E), the asphalt caving is underlaid with a 6" thick concrete road base. The Contractor must make provisions in his bid for any necessary digging, replacement, etc. of this concrete road base. Replacement of this 6 inch concrete road . e will be such that the concrete •rill extend from the u ttom of the existing base to the top of existing pavement. (The City will be having an asphalt overlay installed on Flagler Street) From the railroad tracks, west, to the end of the project, a temporary asphalt patch will be placed over all trenching, and this tenrora ,Y _con must be replaced later by this Contractor with a permanent asphalt patch. The cost for accomplishing the trenchinE and appropriate asphalt or concrete replacement will be included within the appropriate item within the "Proposal" for trenching and restoration. 2.28 TINE ALLOWANCE The tire allowance for this Contract shall be 180 working days. The Contractor is alerted, however, that nc work will be allowed between November 15 and January 15. The Contractor shall schedule his work 30 that he may stop at a convenient point, preferably an intersection, prior to November 15• All work to that location shall be complete and to the satisfaction of the Engineer.
