AN ORDINANCE APRROVINC ABPROFRIAT1ON8 FOR THE
FISCAL YEAR.COMMENCINC OCTOBER 1, 1976 AND
ENDING SPETEMBER 1,C0 1977 BY THE DEPARTMENT OE
O P=STREET PARRINC; CONTAINING A SEVERABILITY
CLAUSE AND REtEALINO ALL ORDINANCES OR PARTS
Of' ORDINANCES IN CONFLICT HEREWITH,
WHEREAS, the City of Miami Charter requires that
no later than one month before the end of each fiscal year the
Director of the Department of Off -Street Parking► With the
approval of the Off -Street Parking Board of the City of Miami,
shall prepare and submit to the City Commission,'a budget esti-
mate of the Department's expenditures and revenues for the ensuing
fiscal year for approval by the Commission; and,
WHEREAS, the said Director has submitted the Depart-
ment's budget estimate for the fiscal year ending September 30,..
1977 and the same has been reviewed and approved by the City
Commission
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:..
Section 1. The appropriations of the Department of
Off -Street Parking amounting to $1,817,710, as set forth in Sched-
ule A attached hereto, together with the appropriation of $272,780
for General Reserve made for the maintenance and carrying on of the
governmental and other legal purposes of the Department of Off -Street
Parking and for the purpose of paying Debt Service requirements
which include principal and interest payment on all bonds of the
said Department for the fiscal year ending September 30, 1977, are
hereby approved together with the enumerated sources of revenue
for such appropriations as set forth in Schedule B attached hereto.
Section 2. The Director of the. Department of Off -Street
Parking is hereby authorized to make transfers between the detailed
accounts comprising any of the amounts appropriated in the budget,
in order that avail -able and unrequa.red balances in any such accounts
may be used for other necessary and proper purposes.

Change in Parking
Violations Penalties
At the June 9, 1976, City Commission Meeting, the City Commission
considered the Department of Off,Street Parking's 1976.77 to get►
During the course of that discussion, it was requested that the City.
Administration, together with the Department of Ofb=street Parking
develop recommendations relative to the currentfines levied by
Metropolitan Dade County for infractions of the Metropolitan bade
County Code pertaining to parking, stopping or standing rules and
regulations+
That review has been completed and it is the jointrecommendation of
the City Manager and the Director of the Department' of Off -Street
Parking that the following; fine schedule be recommended by the City
Commission for adoption by Metropolitan Dade County:

It should be noted that it is the feeling of both the City Manager and the
Director of the Department of Off -Street Parkdng that levyingsuch a fine
structure would provide a penalty that would encourage offenders to abide
by the present parking, stopping and standing rules and regulations.

THE FISCAL YEAR OCTOBER: 1, 1976.TO SEPTEMBER 30, 1977
Notice is hereby given that the City Commission
of the City of Miami, Florida will sit as aCommittee
of the Whole in the City Commission Room, first floor,
City Hall, 3500 Pan American Drive, Dinner Key,, Miami,
Florida at the meeting of the Commission at 9:00 a.m.
on June 9, 1976 to hear all persons who desire to be,
heard on the proposed budget of the Department of Of -
Street Parking for the fiscal year October 1, 1976 to
September 30, 1977. Copies of the Proposed Budget are
open to inspection in the office of the Director of the
Department, 190 NE 3rd Street, Miami, Florida.
