WHEREAS, the original proposed cost for construc- tion of the expanded Recreation Building at Central. i.am l gyp► Park (Site 304) was $100,000; and / i, WHEREAS, the City Commission allocated $100,000 under Resolution No. 76-19, passed January 8, 1976; and WHEREAS, the contractor, M. R. Harrison Construc- tion Corporation, has bid the City's portion of the structure twice and has obtained the low bid of $107,621.06 for the building and $1,548.75 for costs to the City, attributable to HUD having to relocate their facility further to the West to incorporate the City's facility; and WHEREAS, the price is predicated upon the City's approval and allocation of funds for its portion of the Community Building structure in timely sequence with con- struction of the HUD portion of the Building; and WHEREAS, the Architectural Fee is in the amount of $8,115.02 with the Construction Contingency Fee amounting to $2,715.17; and WHEREAS, the Parks and Recreation Department recommends the increase in allocation from $100,000 to $120,000 in that the City's proposed facility represents basic recreational programming requirements and that further delay in construction might cause increased building costs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: i �. •• . .Hr «ram JLi~ 1 i.`)75 Section 1. Under the 1972 Parks for People Bond Program, a park was proposed in the Culmer Area of Central. Miami. A parcel of HUD property, known as Site 304, was identified, and subsequently deeded to the City for park development. The original concept included a Recreation Building, as did the surrounding HUD Housing Project. The original bond allocation ;as $220, 000, and the District 5 Task Force recommended cancellation of the proposed Athalie Range #3 Under Expressway Park and addition of the $40, 000 allocation to Central Miami Proposed Park, for a total of $260, 000. The recommendation 'vas made that the City and HUD join forces to construct one Community Building at Central Miami, rather than two separate buildings. Sub- sequently, an agreement was initiated for utilization of HUDts consultant for expansion of the Community Building to encompass the City's recreational needs. The building was estimated at $100, 000, which was allocated by Resolution #/76.-19, an( HUD',-, contractor, M. R. Harrison Construction Corporation, went to bid., The second bidding produced the lowest price of $] 25, 004, which included $107, 621. 06 for the building; $1, 548.75 for costs to the City, attributable to HUD having to relocate their facility further to the west to incorporate the City's facility; and a total of $15, 834. 19 for construction of parking facilities with landscaping. This was then submitted to the City for approval. In that the bid totals $125, 004 and only $100, 000 was allocated for construction, the Planning Department and the Department Page 1 of 2 NE- of Parks and Recreation have re-evaluated the construction program elements to determine if any savings can be achieved. It is a consensus of opinion that the proposed parking area adjacent to the City's portion of the facility (east side) is unnecessary in that the part; will primarily function as a walk -to park in service to residents within a 1 to 2 block radius of the park. Consideration was also given to the fact that a parking area is being provided on the south side of the park and considerable on -street parking spaces are available on the perimeter of the park. The savings frorn cancellation of thn ,object parking area at a • cost of $15, 834, 1.9, together with the transfer of excess Park Bond Funds from completed Athalie Range Under Expressway Park #1, in the amount of $20, 000, would allow sufficient funds for construction of the building and associated relocation costs ($107, 621. 06 and $1, 548. 75), the architect's fee ($8, 11 5, 02.), and a construction contingency fund of($2, 715. 17), at a total. cost of $120, 000, The transfer of unused monies from Range Park would alleviate any need for reduction and change of either the proposed building or those funds earmarked for design and development of the park grounds. The contractor's bid price is predicated on the City's approval and allocation of. funds for their portion of the Community Building structure in timely sequence with construction of the HUD portion of the Building. The contractor and HUD have requested that the City's action on this matter take place no later than July 1, 1976, in order that construction schedules and bid prices can be maintained. An amendment is now recommended for Resolution #76-19 to increase the allocation from $100, 000 to $120, 000 from the Parks For People Bond Funds, cc: Honorable Maurice A.
