ENCLOSURES, May 12, 1976 Baseball Stadium 1 I would like you to place on the Agenda for the second Commission meeting in June your investigation and proposal for a full discussion on the possibility of building a baseball stadium in Miami. For years we have been talking and not corning to any conclusions on major improvements of the Orange Bowl. I have no doubts that with half -a -million Cubans and other baseball fans in Miami, a 30 to 40 thousand seat baseball stadium --with the possibility of future expansion --would be economically feasible and would he self-liquidating over a 20-year period. An economic study must be made as to the location and cost. Perhaps it should be built in the vicinity of the Orange Bowl to take advantage of mutual parking or maybe, like the new stadiums being built in the urban areas, it should he in the downtown core area, accessible to existing major parking facilities and future rapid transit. After preliminary discussions perhaps we can invite people such as ii Cookie Rojas,•F3obby Maduro and others, to advise us as to how to go about this project. IMF . amn cc: Hon. SIJnJEC+ JUN 16 1976 REFFFRE'ICES: rILE Ticket Sales at Orange Bowl ENCLOSURES: 1 At the June 9 meeting, the City Commission commented on ticket sales at the Orange Bowl Stadium and requested a report on June 17. I have advised Mr. Joe Robbie in writing that at this time their sale of Miami. Dolphin football tickets advis- ing the public that Dolphin games will be played in the Miami Orange Bowl has no sanction by the City of Miami. He was further informed it is the City's position that the sale of these tickets should not take place until the City and Miami Dolphins, Ltd. , have reached a formal agreement for the use of the Orange Bowl Stadium, and without such an agreement, it may become necessary to stop the sales of Dolphin tickets at Gate 14. Sox 709 MIAMI, FLORIDA 33133 OFFICE OF THE CITY MANAGER Mr. Joseph Robbie Managing General Partner Miami Dolphins, Ltd. 330 Biscayne Boulevard Miami, Florida 33132 Dear Mr, Robbie: This is to follow up my previous letters and our discussion with regard to the use of the Miami Orange Bowl by the Miami Dolphins football team for the 1976 season. It remains my earnest hope that we can formulate a mutually agreeable multi -year contract within the next two or three weeks. If, however., a contract does not materialize, I must reiterate the fact that the Orange Bowl is a "public" facility and that, lacking a contract or some other formally binding document and reservation deposit, the Miami Dolphins, Ltd., cannot be given preferential treatment to utilize the Orange Bowl on a particular date. As my :Letter of March 18, 1976, advised, we have reserved, and are holding open, those dates of your scheduled games as pro- vided to us by your Ticket Director, Mr. Aleles. We anticipate your formal action before June 30, 1976, or our capacity as a public entity will not permit us to guarantee the availability of the Orange Bowl facility for your opening game on July 31, or your second game on August 14, 1976. Your formal response should take the form of either a multi -year contract or the return of one of the applications forwarded to you by my letter of February 11, 1976. Lhl ; e j.rc�* ion method is 1-r utilized, the rental rate for use of the facility is as set forth in the pages of the City of Miami., Florida Charter and Code of Laws which were also forwarded to you with my letter of February 11, 1976. Within the scope of this subject, it is also necessary that we advise you at this time that your sale of Miami Dolphins football tickets advising the public that your games will be played at the Miami Orange Bowl has no sanction by the City of Miami. It is the City's position that the sale of these tickets should not take place until. the City and Miami Dolphins, Ltd., have reached formal agreement for your use of the Orange Bowl.. The public may, therefore, be subjected to possible inconvenience. Without a formal agreement for the use of the Orange Bowl, it may become necessary to stop sales of Dolphin tickets from Gate 14.
