(305) 5796675 CONSTITUTIONAL AMENDMENT PROMOTIONAL CAMPAIGN Proposed Organization for the Campaign: It is my suggestion that participating organizations (public and private) create a "CITIZENS FOR BETTER COMMUNITIES" Committee, or some other "CITIZENS" committee to be the "official" campaign organization. This committee would enter into contracts for services from a professional consultant, receive contributions, open a bank account, register with the Secretary of State, file necessary "campaign expenditure reports", maintain all records, and specifically direct the total campaign. I believe this Citizens Committee approach is preferable for at least two reasons: 1. There are several "liabilities" for a public agency (or city) to promote and directly handle an admitted promotional effort. There will undoubtedly be criticism from some sources claiming that we may be spending "public funds". (it makes no difference that those claims be untrue.) 2. The advertising program would undoubtedly be better received if they are placed and signed (as required by law) by a Citizens Committee. rn addition to the "official" campaign committee, T would suggest we enlist "Honorary Committee Members" from all of Florida's leading citizens and organizations as supporters. (305) 579 6675 TENTATIVE BUDGET PROMOTIONAL PROGRAM FOR CONSTITUTIONAL AMENDMENT EXPENDITURES: Consultant Includes P. R., placing advertising at net billing rates; advertising design and layout; organize speakers bureau; arrange meetings with at least 15 editorial boards; hold press conferences in at least 10 cities; prepare and distribute press kits; prepare prepare and distribute press releases; arrange talk shows on radio and television; prepare program for dissemination through public television; prepare and distribute "informational" PSA and "actualities" for radio; obtain written organizational endorsements from state-wide organizations; obtain endorsements in organizations publications and advertising for the amendment; production of media information and tapes; raise $25,000 toward campaign in addition to those funds raised by others. Committee Staff, full time secretary to Committee, responsible for records & reports (16 weeks X $150.) Ad Campaign composition and reproduction Travel & Lodging expenses (including Speakers Bureau) Print Media Advertising - Newspapers, circulation 50,000 (250 col. inches) - Daily newspapers, circulation under 50,000 (150 col. inches) - Weekly newspapers (100 col. inches) Prior legislation expenses Printing, production of media material & Mailings $20,000.00 2,500.00 5,000.00 5,000.00 60,000.00 20,000.00 15,000.00 5,000.00 10,000.00 Total Campaign Expenses 142,500.00 PROJECTED RECEIPTS Responsibility for raising funds to support this campaign will primarily rest with Florida Downtown Development Association members and others that may be encouraged.
