ENCLOSURES
The owners and merchants of Central Shopping Plaza have
requested a change in the conditions and limitations imposed
on Central Shopping Plaza by the City. The proposed change
would be to permit one or more openings for ingress/egress
to NW llth Street to facilitate traffic movements for two
operations which have been added to the shopping center
since its original development. J }i e arc a Florida State
Drive License Station and a bank drive-in teller operation.
The original approval for Central. Shopping Plaza required a landscaped buffer
and rear walls along NW llth Street and NW 39th Avenue prohibiting any access
to these two streets from the shopping plaza, except adjacent to NW 7th Street.
A public hearing was held by the City Commission on September 12, 1974, to
consider the bank and drive-in teller facility; the Planning Department and the
Zoning Board recommended an opening for egress only onto NW llth Street at
38th Avenue. At this hearing many local residents and the Grapeland Heights
Civic Association were opposed to any additional access openings to the north
or west. The Commission approved the ;application by Resolution 74-970 which
stated:
A RESOLUTION APPROVING THE MODIFICATION OF CENTRAL SHOPPING
PLAZA DEVELOPMENT ON TRACT "A", CENTRAL SHOPPING PLAZA (68-79),
LOCATED AT APPROXIMATELY 3875 NW SEVENTH STREET, AS PER ORDINANCE
NO. 6871, ARTICLE XIII, SECTION 4, TO INCLUDE AN EIGHT -STORY BANK AND
OFFICE STRUCTURE, AS PER MODIFIED PLAN, DATED AUGUST 6, 1974; ZONED
C-1A (PLANNED SI-TOPPING CENTER); THAT TIIIS APPLICATION BE GRANTED

Item #r22 of the Commission meeting of May 27 was a request for the
Commission to establish a public hearing to permit an opening in
the wall surrounding Central Shopping Plaza.
On September 12, 1974 the Commission passed Resolution 74-970, a
copy of which is attached, which granted permission for a bank and
office to be located in the plaza, but providing for a wall surround-
ing the property on the north and west with no ingress or egress ex-
cept on 37th Avenue.
The group which is requesting this modification wishes to have access
through this wall to N. W. llth Street to better service the Florida
Driver License Station located on the north side of the structures
in the plaza. Therefore it is suggested that this proposed modifi-
cation of Resolution 74-970 be placed on the agenda of the Commis-
sion meeting of June 17, 1976 as a public hearing item as follows:

Consideration of an Amendment to Resolution 74-970 which granted
permission for a bank and office structure to be located in the
shopping plaza on the above site. This Resolution required that
egress to the north only be permitted on 37th Avenue. Consider-
ation is requested for access on N. W, llth Street.
This office will notify all people required for a public hearing.

meeting agenda concerning the opening of an exit at the rear
of Central Shopping Plaza, located at Northwest 37th Avenue
and Seventh Street. The Cit.y Commission can then consider
having a public hearing on the matter.
