RESOLUTION NO. 76-553
A RESOLUTION ALLOCATING THE SUM OF
$10,588 FROM THE CAPITAL IMPROVEMENT
FUND --UNALLOCATED FUNDS; AND AUTHORIZING
SUCH SUM TO BE EXPENDED BY THE DEPARTMENT
OF OFF-STREET PARKING FOR PROPOSED IMPROVE-
MENTS TO THE OLYMPIA BUILDING, AT 174 EAST
FLAGLER STREET, MIAMI, FLORIDA.
WHEREAS, the Olympia Building at 174 East Flagler
Street, Miami, Florida, is owned by the City of Miami, which
has the responsibility to perform capital improvements
required by the City Building Code; and
WHEREAS, the operation and management of the afore-
said building is the responsibility of the Off -Street Parking
Authority Board; and
WHEREAS, the cost of certain proposed capital
improvements will not exceed $10,588, said improvements to
be performed under a contract to be awarded and administered
by the Off -Street Parking Authority Board;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The sum of $10,588 is hereby allocated
from the Capital Improvement fund --Unallocated Funds and such
sum is authorized to be expended by the Department of Off -Street
Parking for proposed improvements to the Olympia Building at
174 East Flagler Street, Miami, Florida.

Improvements to Olympia Building
174 E. Flagler Street

In conformance with Dade County':, Ordinance No., 75-34 pertaining to
older buildings throughout Dade County, an inspection and evaluation
of the Olympia Building at 1.73 East Flagler Street has been made by
L. B. Taylor, Consulting Structural Engineers, and it has been deter-
mined that certain improvements should be made.
The property contains two functions housed in one building --a 10-story
office portion and the Gusman Hall Theater. When Gusman Hall was con-
verted fron a movie house Lc at performing Ali t:c theater, a considerable
amount of money was spent for alterations and ?efurbishings, and this
portion has been maintained in good condition. However, the 1.0-story
office portion has had very little maintenance :in the past several
years and various improvements and structural corrections are necessary.
Of immediate concern for the protection of the building, approximately
$10,000 must be spent on the roof system. In addition, corrections of
some deficiencies and modifications will be required on each floor
throughout the building. It is estimated these improvements will cost
about $135,000 and be accomplished over the next several months. Fund-
ing for the work is now being arranged.
Although the Off -Street Parking Authority Board is charged with the
operation and management, this structure is owned by the City of Miami
and therefore it is the City's responsibility to fund improvements such
as this in the event such improvements cannot be supported by the
revenues earned, In the future, normal maintenance and repair of the
facility will be funded from the revenues earned from office rentals
and the use of Gusman Hall. It is also expected that within the next
5 years, building revenues will be sufficient so that the City can be
reimbursed for the expenditure of approximately $150,000.
It is recommended that the sum of $10,588 be allocated from the Capital
Improvement Fund --Unallocated Funds, to cover the cost of the following
improvements:

The Department of Off -Street Parking has received bids for the above
work and reports that the lowest bids for Items (a), (b), and (c) •
amount to $7,588. This would allow $3,000 to cover the modifications
in (d) above. The contract for this work would be awarded and admin-
istered by the Off -Street Parking Authority.
