BE IT. ORDAINED BY THE CITY COMMISSION OP THE CITY OP MIAMI,
PLORIDA:
Section 1. Rule VIII,.Section 3, of the Civil Service Rules
and Regulations of the City of Miami; effective December 15, 1961,
as amended, is hereby further amended to provide for a change in
the certification and selection for the position of police officer
as hereinafter set forth, to wit: 1/

Certification and, Selection for Entrance Positions
other than Police Officer: The Executive Secretary
or the Board, as soon as practicable, shall certify
from the appropriate eligible register the three
persons who stand highest thereon, giving their
addresses and examination grades. Whenever

under consideration. Only under unusual and ex-
ceptional conditions, satisfactory to the Board,
shall the name or names of eligibles be passed

not selected shall be returned to the register in

If more than one vacancy exists, certification
shall be made in a number sufficient to fill the

Police Officer: The Executive Secretary or the

of ,the register, not to exceed fifty (50) eligibles
at any time, who stand highest thereon, giving
their names, addresses and examination grades.
Selection shall be ;rnaae for appointment from the
eligibles thus referred, and additional eligibles
shall be referred, as necessary.
Section 2. If any section, part of section, paragraph, clause,
phrase, or word of this ordinance is declared invalid, the remaining
provisions of this ordinance shall not be affected.
Section 3. All ordinances or parts of ordinances,, insofar as
they are inconsistent or in conflict with the provisions of this
ordinance, are hereby repealed.

The Civil Service Board at its meeting on April 6, 1976 adopted an amendment to
Civil Service Rule VIII, Section 3, Subsection (a). Attached hereto is a copy of
the ordinance which has been prepared by the Law Department and it is requested that
you place it on the City Commission agenda at the earliest opportunity.
The rule change was initially proposed by the Board at its meeting on March 16, 1976
and a public hearing was scheduled for consideration of the rule change on April 6,
1976, the day when it was adopted by the Board.
The amendment to the rule would provide for the latitude of the department to process
25 per cent of a Police Officer register following its certification, not to exceed
fifty (50) names, to facilitate a continuous group of candidates to be considered for
appointment in vacant Police Officer positions and, in effect, would provide for ap-
pointment of any candidate within that group thus referred and would be in keeping
with the practice which has occurred in the past in referring applications for con-
sideration for Police Officer.
The process of referring Police Officer applicants is an extremely tedious process
due to the many steps within that process and dependent upon the difficulties en-
countered by the applicant in passing the physical agility test, medical examinations,
etc. This rule change would provide for the latitude of not removing the applicant's
name from the register during such delay while attempting to assist applicants to over --
come the difficulties as encountered. An amendment to the rules thus submitted would
provide for that latitude and would give the Police Department the opportunity to
assist the applicants who are encountering such difficulties.
