ENCLOSURES:
As you recall, citizens involved in the Second Year Community De-
velopment application process indicated a strong desire to utilize
some of the funds for software programs. On February 3, 1976, the
Mayor called a special Commission meeting following a workshop with
Community Development Chairpersons. It was resolved at that time
that each Target Area could use up to 10% of its allocation for
social services. Revisions in the administrative budget made aval -
able an additional $25,914 for seven of the eight Target Areas (Little
Havana declined the additional funds) for this purpose. Two Target
Areas, Downtown and Edison Park/Little River,decided to invest their
funds in physical improvements.
On February 10, 1976, the Commission approved the Second Year Com-
munity Development application with the stipulation that before any
final funding of social services is conducted by the Community
Development Office, the City Commission's approval would have to be
obtained. (See Motion 76-192) . Therefore, we have scheduled this
review for the Commission meeting of June 9, 1976. It is critical
to expedite this process so that these programs can be operational
by July, 1976. Following the Commission's approval to proceed, the
Community Development Office will contact HUD for its determination
of eligibility of funding.
For your convenience, we have enclosed the procedure established by
the Community Development Office for social service funding, the
programs requesting funds, and the pertinent }IUD regulations govern-
ing this area. Please note that all the programs have beenapproved
in the Second Year Community Development application and received a
hiuh priority during the citizen participation process and are con-
sidered by residents to be essential in improving the quality of
life in their neighborhoods. Program Directors will be notified to
attend should the Commission have any questions as to the anticipated
delivery of services.

APPLYING FOR COMMUNITY DEVELOPMENT FUNDS, SECOND
YEAR PROGRAM:
1. EACH PROGRAM DIRECTOR WILL SIVBMIT A WRITTEN PROPOSAL
AND BUDGET FOR PROGRAM YEAR (TENTATIVELY MAY 1976-)
TO THE CITY OF MIAMI COMMUNITY DEVELOPMENT OFFICE
BY APRIL 1, 1976.
2. COMMUNITY DEVELOPMENT STAFF WILL MEET INDIVIDUALLY
WITH EACH PROGRAM DIRECTOR TO FINALIZE WORK PROGRAM/
BUDGETARY DETAILS,
3. AFTER CITY REVIEW IS COMPLETE PROPOSAL WILL BE
FORWARDED TO THE APPROPRIATE !EDERAL, STATE OR
LOCAL AGENCY RESPONSIBLE FOR FUNDING OF THAT
PARTICULAR ACTIVITY,
4. PROGRAM DIRECTORS WILL BE NOTFIED BY COMMUNITY
DEVELOPMENT STAFF WITHIN 90 DAYS AS TO AVAILABILITY
OR DENIAL OF FUNDING.
5. COMMUNITY DEVELOPMENT STAFF WILL PRSENT TO THE
CITY COMMISSION FOR FINAL APPROVAL (PER MOTION
76-192) SOCIAL SERVICE PROGRAMS SEEKING FUNDING
AND THEIR TURNDOWN STATUS.
6. "PUBLIC SERVICE" PROPOSALS AND TURNDOWNS WILL BE
SENT TO JACKSONVILLE HUD FOR FUNDING AUTHORIZATION.
