This cornrn:nication is inadequate to express my
heartfelt gr titude to you for the confidence and trust you
placed in in appnntin; me the first full time City Attorney
pursuant to ttr._ new charter provision and for your personal
kindness and consideration to me all during my tenure as City
Attorney.
It has been a wonderful privilege for me to have
performed wha : I hope : is a service to the City of Miami for
18 years in various c:.an,:cities. Only compelling circumstances
which I have already o:.'alined would cause me to retire at this
time because there is se ;such to be done I can only assuage
my sense of guilt about being ford i to TWirtre by the hope that
perhaps I have rendered some service to the City of Miami
over a period of years.
To illustrate my deep sense of gratitude for whit I
deem a debt I owe to the City of Miami, let me note the following:
On 'optc'mber 28, 1948, mt: wife and I arrived in Miami
in a pr.e-war. ear. I had no job and no place to live at that
tihe. My cd...leati0n beyond high school consisted of one vesr
of col1c2e :and the tra✓i.ning which the Air Force had given me r1
perform duties as a combat glider pilot. The day after I
arrived in Miami, I enrolled in undergraduate school at the
University O. Miami. Within two I,?onths after n. arrival, 1 had
a job as :t radio announcer with `,•;IO) and worked for WIOD and its
parent organization, The Miami News, in various capacities all
during my college career. I am grateful to that organization
for its understanding which enabled me to acquire an under-
graduate degree and a law degree while working full time. The
point is that the City of Miami and the great University gave
me the opportunity to reach this; phase in my life span and to
enjoy the results y of whatever I may have accomplished. I am
deeply appreciative of the opportunities given me by this
wonderful City.
Regarding my tenure as City Attorney, I feel a deep
sense of satisfaction at being able to work as closely as I
have with Paul Andrews, the City Manager, and the members of
his administration. I feel that the coordination between the
administration and the Law Department his never been better than
it has during the past two and one-half years. I believe that
this cooperation and coordination between the administration
and the Lac•: Department has Leen productive. Further, I feel
confident that the Law Department organization which is function-
ing in a great team effort will continue to .dive the kind of
service to this Commission and the adnini strait :_:ten that vou have
the rig't t to expect. :'I;at I consider to he a well or -a :i__e d
Law Department tear- Is the result of hard work and cooperation
by all members or the Department to whom I also owe a debt of
gratitude.
I desire to express r.y great admiration to you because
of your dedicated efforts for the benefit of the citizens of
Miami. I am aware of the great personal sacrifice you are
making to give your time and effort as an elected public official
of this great City. Because of your contribution to the welfare
and development of Miami vou have made it an even greater joy
and privile •,e for me to be associated with you than would have
been the case if you had not been as dedicated as you are.
I leave with the great hope that our friendship can
continue long after my direct association with the City govern-
ment has ceased to exist.
