Resolution Authorizing
Amendment of C.E.T.A.,
Title I P.S.E. Contract.
Enclosed please find for your consideration a resolution
authorizing an amendment of CETA, Title I Public Service
Employment contract, increasing the total amount of the
current contract from $961,680 to $1,212,553 and extending
the time of performance by three months, The nriginal
contract is due to expire June 30, 1976. This amendment
provides the funds for an extension from .]uly 1 through
September 30, 1976,
The amendment will enable the City of Miami to continue
this program through the current fiscal year, thus avoid-
ing any lay -offs. There are 92 CETA, Title I. Public
Service Employment participants employed in the departments
of Fire, Parks & Recreation, and Sanitation,

to defer scheduled agenda items, that the items be deferred to
the City Commission Meeting of July 8, 1976, or thereafter.

Dr. Graham's Request to Establish
a Night Club /Supper Club in the
MLK Boulevard Interim Zoning
REFERENCES District
Pursuant to City Commission Resolution 76 -474, the Planning Department
in cooperation with the Martin Luther King Boulevard Businessmen's
Association and the Department of Iluman Resources, Dade County is
currently evaluating land use and public improvement changes from which
zoning recommendations will be made to replace the existing MLK Boulevard
Interim Zoning Ordinance.
The Planning Department has scheduled meetings in early June in the com-
munity when consideration for the types of uses and their location will be
discussed. These meetings will serve to provide community involvement
in the rezoning of Boulevard area properties prior to scheduling a public
hearing in late ,Tune or early July before the Planning Advisory Board.
The site of the proposed night club /supper club operation is presently zoned
C -2. While the C -2 zoning district regulations permit supper club operations
as a conditional use, supper clubs were omitted in the interim zoning ordinance.
The establishment of a night club is first permitted in the C -3 district which
would therefore require a change of zoning to C -4 for the subject property.
Dr. Graham has been advised that his request to establish a supper club /night
club operation is under consideration in the Department's zoning evaluation
of the Boulevard. Likewise, because of the minimum scheduling period re-
quired to process a zoning change request (approximately 90 days), the short
remaining period until the Interim Zoning District expires (July 22, 1976)
and our prearranged schedule to prepare a revised zoning schedule for the
Boulevard, we have suggested that Dr. Graham participate at the community
meetings scheduled and the preparation of the new regulations rather than
proces rt re-iucst for a ch:.t,nw,c of zoning at this time.

Proposed Supper/Night Club
at 6100 N.W. 7th Avenue
Dr. Cecil Graham has requested and was denied a permit to have
a Supper Club or a Night Club at 6100 N.W. 7th Avenue. The
reason for the denial was that the property, which is zoned C -2,
is in the Martin Luther King Interim Zoning District, which does
not permit this use

regarding Dr. Graham's request.
1. Refuse action.

District, which must be done in Public Hearing
with the recommendation of the Planning Advisory
Board.
3. Cancel the Martin Luther King Interim Zoning
District.

management and supervisory staff, a broad category of technical jobs,
never before available to this co:'oeunity, would then become available.
4. Encourage the establishment of new business and decrease the high
rate of store vacancies, now concentrated in the North West adjoining

In closing, I rii.ght add, that news of this tundertaking has brought many in-
quiries and favorable responses from ne :hers of the labor's union that I serve
in the three county area and also nany local people involved in the entertain-
ment field, was somewhat of a well received surprise to me, in spite of the
fact that I have been involved in the night club business in this area for a
number of years.
The granting of this request for the addition of our supper /night club under
the present Dr. Martin Luther King Boulevard Interim Zoning Plan, will be greatly
appreciated.

Several months ago I became involved in a community effort to
save the Sunrise School for Retarded Children in South Dade.
The County had declared that facility unsafe, and accordingly,
the only alternative was to transfer the program to an existing,
residential facility.
Through the cooperation of the County ror"nission, the Sunrise
program was granted approval to occupy the Parkway Children's
Home, which is a county owned and operated facility. However,
in planning for the transfer of Sunrise, it was discovered that
the Parkway facility is within Miami's city limits. The home
is located at 1701 N.W. 30th Avenue and 2929 N.W. 17th Street.
I have been advised that a zoning charge is required for the
transfer.
Unfortunately, Mr. Les Leach of Sunrise has advised me that
a zoning decision is required within 30 days to meet the original
scheduleded completion date. I would respectfully request that
the City of Miami Commission authorize an emergency zoning hearing
on this request.
