On Decetttber 1, 1975, the City Commission adopted Resolution No. 75-1O93!
A RESOLUTION ALLOCATING THE SUM OF
$475,000 FROM THE PUBLIC PARKS AND
RECREATION FACILITIES BOND FUND FOR
THE EXPANSION AND DEVELOPMENT OF
WATSON PARK.
That Resolution provided that the funds will be used for preliminary
studies, survey, engineering activities and economic studies. Accord-
ingly, the City developed solicitations that were sent to thirteen
consulting firms who either expressed an interest in providing the
service to the City or had known ability to provide this kind of service.
Of the thirteen invitations that were mailed out, the City received
thirteen responses. The City Manager formed an evaluation committee
to review the responses received. That committee consisted of Charles
L. Crumpton, Assistant City Manager for Community Development; John E.
Gilchrist, Project Director, Watson Island; and Jack Eads, Assistant
to the City Manager. The committee established initial qualifications
and utilized the following criteria:
- Evidence of adequate technical staff
- Ability to meet schedule requirements
- Availability for described task
- Ability to make available Miami based staff
- Demonstrated outstanding performance and recognition
- Experience in the field of visitor attractions
- Experience in the field of Urban Development
- Experience in the field of waterfront development
- Experience.with projects of similar scope
Following the initial screening process, the list of perspective con-
sultants was reducod to six. 11 oso Six firs were interviewed individually

making a presentation as to its qualifications and also followed by a

The results of that interviewing process were presented to the City
Manager. It is recommended that the City Manager be authorized and
directed to negotiate with the firm of Fowler, Ettinger, Potter & Hart,
Suite 1240, 200 E. Robinson, Orlando, Florida 32801, to conduct the
feasibility study for the Watson Island development project. Each of
the principles in the Fowler, Ettinger, Potter & Hart association has
significant experience in a variety of visitor attraction programs,
nas worked on the actual day to day operations as well as design func-
tions, has been involved in negotiations with private developer/operators
the City wishes to attract, and provide a balance of expertise in each
facetnecessary for a successful project.
It is anticipated that following contract execution, the study will be
accomplished and presented to the City Commission in sixty days.
