In response to requests of bicycle enthusiasts, last year the
Commission began consideration of the construction of a Velodrome
for racing and other cycling activities. Robert King High Park
was tentatively chosen for the location, and a preliminary plan
prepared by Public Works was presented to the Commission, having
an estimated cost of $90,000.
The project was further studied and evaluated in the ensuing months.
In December, the Department of Public Works was directed to proceed
with the project and advertise for bids. At that time they informed
me that their estimated cost was now $110,000.
Bids for the project were received March 17th with a low base bid
of $135,000 for construction with an asphalt track surface, and a
low base bid. of $167,000 for a concrete track surface.
The City has heard from various persons concerning the project, both
proponents and opponents, who have requested notification when the
matter will be considered by the City. This is now scheduled as a
discussion item for the April 22 Commission meeting.
This matter was heard at the City Commission Meeting of April 22, 1976,
and deferred to May 13, 1976, City Commission Meeting for further inves-
tigation and report by the City Manager.

This is to put the Girl Scout Council of Tropical Florida, Inc.
formally on record as opposing the construction of a velodrome
at Robert King High Park.
Our girls over the years have often used the facility for large
group encampments and gatherings. The camping facility at Robert
King High is the only one of its type within Dade County, let
alone the City of Miami. This past summer our council also used
this facility for a low cost day camp open to any girl regardless
of Girl Scout membership.
We strongly urge the city commission to consider the uniqueness
and value of the Robert King High Park as it is currently. It
serves thousands of children annually, giving them outdoor space
in a crowded urban environment. We do not want to see this one
of a kind resource traded in for a velodrome, particularly in
light of plans for a velodrome elsewhere in Dade County.
We understand that at least two cycling organizations and the Boy
Scout Council of South Florida among others, have voiced their
opposition. We further understand that the Homestead Bicycle
Club and the National Bicycling Foundation plan to construct this
type of facility within the forseeable future.
With these considerations we request that the City of Miami re-
consider the value of this proposal or at least its location.

It is my understanding that on May 13 the City of Miami
Commission will consider the proposed Velodrome to be
erected at the park facility of Robert King High Park.
Since other commitments will not allow me to be in atten-
dance at that meeting, I once again want to go on record
in expressing my opposition to that project, at that
location, on the following basis:
1) The City of Miami Parks Department does not recommend
it.
2) The Parks for people District 8 study, conducted by
community minded citizens does not recommend it, further
more it recommends that the park be further developed for
camping and picnic areas, which is the use to a very large
degree of the park at the present.
3) The Public Works Department recommends against such
facility at that location.
4) That during the year 1974 approximately 73 organizations
with approximately 11,315 citizens utilized those facilities
for a total of 108 days.
5) That during the year 1975 approximately 86 organizations
with approximately 14,261 citizens utilized those facilities
for a total of 120 days.

6) That although I do not have the statistics for 1976,_the.
City .of Miami Parks Department has informed me that as of
this date there are -approximately 50 organizations that
have used the park or reserved it for use during this year.
7) That there has not been a neighborhood meeting conducted in
the area to receive necessary input of .the neighbors towards
the proposed Velodrome►(Practice used in all other cases,
for as little as the building of sanitary facilities or
playground offices l-6 other parks): I would respectfully.
request that this must be done before we even consider
this type of project.
8) That the proposed Velodrome facility contradicts itself,
since if there are so many participants, and the use of a
Velodrome is so needed, why only a grandstand for 100 fans,
we find this rather incompatible, then the parking facilities
for the events (if there are any) are not there unless the
actual park greenery is invaded by cars, ruining whatever
green areas there may be left after this is accomplished.
9) That according to Mr. Harry Shaffer, President of the South
Florida wheelmen Association there are only approximately
250 race riders registered with .the United States Cycling
Federation, and out of those there are only approximately
50 active ones, only 5 or 6 of these racing on tracks.
10) That the cost of this facility is a very significant one,
and the fact is questioned that such a large expenditure
is warranted for such little possible use.
11) The facilities of Robert King High have a continuos use in
many diversified activities such as church and school picnics,
field days, social and civic club affairs, family.gatherings
and parties, in addition to the most frequent camping use
given the park by the Boy Scouts and Girl Scouts of America.
12) I am not opposed toward the building of a Velodrome as long
as it built without destructing, hampering or limiting the
use of another facility which is very much in use, such as
the Robert King High Park.

13) It would be very easy for me to fill the Cityof Miami
Commission quarters with Soy Scouts, parents, etc., but
I do not feel that the -show of force or the demagogic
demostrations are needed to influence the opinion of our
City Commissioners and Mayor, rather than create an
unpleasant and undesired atmosphere, by having two groups
clash wfthin the public view, I respectfully request that.
the following be considered:
1) Not approving the Velodrome facility at this time.

plans for Robert King High Park.
First, let me thank you for your sincere letter and the interest
you have shown in preserving the best interests of parks in this
community. The City Commission has already approved the concept
of velodrome. However, as you know, on any public issue, the
City of Miami Commission attempts to hear from the public at any
time during the process of establishing any action. The next
public action on the velodrome will be the awarding of a contract.
I am asking the City Manager, Paul Andrews, to place you on the
list of interested parties to be notified of this action. If you
and other interested citizens have sincere objections to this
proposal, please come before the City Commission and express them
at this time.

We have received a copy of the letter sent to you by Mr. Arboleya
of the Harnett hank at W'eschester, regarding the possible location
of a velodrome at the Robert King high Park.

This matter concerns us very much, as we didn't know that the
question was being discussed. We nave used several times that
park to have picnics and social meetings for our Youth Club,
and we like very much the location. To our knowledge this is
the only park where in Miami we can organize nice meetings and
provide "clean" recreation for our young people. We called sometimes
ago the Parks and Recreation Department to have some informations
regarding sites to hold meetings in the afternoon or at night,
and the lady told us that this was the only one (Robert King High)
available, because the other parks had sex or drug problems at night.
We are sure that you want to do everything possible to avoid juvenile
delinquency in Miami, and the best way is to offer the young people
a place where games and meetings can be organized, in the natural

With regard to the recent vote to provide the people of Miami and
of Florida with a sporting facility in Robert King ltgh Park. a
Velodrome which will be the first and only in the entire state--
Congradulations to you for your farsightedness!
I submit my feelings concerning the project not from my position
as racing director of Palm Beach Velo Sport (because the sport speaks
for itself) but as a teacher -administrator in the Palm Beach County
school system. respons.ble for the development of young people.
I personally know of more than just a few young people in the
critical age of 12 to 18 years whose entire lifestyles have been
altered by their dedication to bicycle racing. Youngsters who train
intensely for 250 to 400 miles per week and are highlyconscious of
proper nutrition, early bedtime hours, and its effect upon their
physical performance don't roam the streets all night. experiment
with drugs, or become intoxicated. In addition, earning money becomes
a necessity (a racing tire costs $15 to $25). Less athletically
inclined youngsters look up to and emulate them. Clearly, a quick
glance at some "popular" teenage publications such as Rollin;
Stone and the like show the very antithesis of the racing cyclist.
To this youngster, drugs, alcohol, ridiculously undisciplined hours
with free time to spare are totally incompatable, since enly
marathon running and long-distance type swimming are comparable in
physical demands placed upon the competitor.
As a former Eagle Scout, I am nostalgically reminded of the Boy
Scout Creed, "A scout is physically strong, mentally awake, and
morally straight". This is also the creed of the bicycle racer.
It is literally forced upon him by the demands of competition.
I strongly feel that no face value may be placed upon good things
done for young people. Should the velodrome you voted to construct
in Rob rt Xing Bich Park, 8n .area with which I am well acquainted

save only one young petlsott froth the bad, illegal, immorai, dangerous,
downright disgusting,_ and, unfortunately, all too attractive influ4
enCes so abundant and available to them, every dollar will have been
regarded a thousandfold.
It is significant that several Miami riders have entered international
competition. tavid Ware entered an international meet at the Montreal,
Canada velodrome last summer and beat the world's amateur sprint
champion from France in a matched sprint! Bear in mind that he has
no facility on which to train!
Yes, there are Olympic medalists of the future now attending Miami's
grammar schools and your farsightedness has provided them the means
for achieving that future end.

camente,y ni el Robert King High Park tiene espacio,ni la aficion que hay en Mia-
mi requiere el desmbolso y la mutilacien de un lugar tan centrico y tan ideal pa-
ra el esparcimiento de las families y sociedades que con frecuencia utilizamos el
parque.

We have just learned about a velodrome that the City is
Manning to build at Robert Ling nigh park, and as voting
and taxpayers We Will like to express our opinion.
The following are some of the prints raised in otc,sition
to construction of the velodrome:
1. The lack of interest and bicycling in this area.
2. The high cost of construction and the minimal use its
going to have,
3. Experience through the years had proven to us that a
velodrome is needed when there is a lot of interest
from part of the community on that particular sport,
and there isn't any in Florida,
4. In Europe, the world's motherland for bicycling, where
in many cases people who like bicycling as a sport also
use it as means of transportation, there are very few
velodromes, and the ones that do exist, they build them
beside football fields, swimming pools, horse tracks
etc., due to the high cost of maintenance by itself.
Not only Robert King High Park doesn't have enough space,
but by building a velodrome there you will also mutilate
a beautiful park, used and loved by the families and
organizations of this community.
5. There isn't enough space at Robert King High for parking
facilities. For how many automobiles the City will build
a parking facility?
G. The velodrome won't be able by itself to increase the
interest in bicycling, it is the people that do.
7. The irreparable lost of an ideal place (in the middle of
the City) for picnicking, camoing for boys scouts groups,
parties, etc...
Thsi is the opinion of one who has practiced bicycling for
many years, and had the experience of seeing the best bicycling
events all over the world, (France, Belgium, Italy, Spain, etc.)

As you know the City Commission voted 4'1 to build a veIodrofe in the
newly created ti.Centennial park. There are many of us who feel this
. wnu 1 d be An excellent location for this facility but we n l so recbg
nine there are some problems with that location.
Accordingly We have examined other sites which your admini tratton
feels would be more suitable and find either the hinner Key or Virginia
Key locations acceptable PROVI61NG the velodrome is built within the
same time frame as originally projected for the Bi--Centennial park
project -- January 1976.
We feel theta properly designed Olympic Standard Velodrome would pro-
vide a new impetus for So+ith American tourism where cycling and velo-
dromes are a vit?I dart of the national sports scene. If Miami is to
maintain its position as the "Gateway City" to the United States from
Latin America it behooves us to take positive steps to encourage
these new tourists to spend time in our city.
Additionally the facility can be used for educational purposes as
proper cycling techniques can be taught through city and county school
systems. Since our tourist economy depends largely upon our clean
air it makes a lot of sense to teach non -driving citizens an altern-
ative method of transportation which they may prefer to the automobile
when they reach driving age.
Therefore we the undersigned respectfully remind you of your obligation
to build this facility within the time frame originally set by the
City Commission.
