Andrews City Manager t)X+Yf:: toy 4 1976 SttfiJEC't: ftEFCOltMCESi: hLE: Proposed Supper/Right Club at 6100 N.W. 7th avenue ENCLoSURES: Dr. Cecil Graham has requested and was denied a permit to have a Supper Club or a Night Club at 6100 N.W. 7th Avenue, The reason for the denial was that the property, which is zoned C-2, is in the Martin Luther King Interim Zoning District, which does not permit this use. If the Interim Zoning District were not in effect, the C-2 zoning of the property would permit a petition for a Supper Club as a Conditional Use. Night Clubs are first permitted in C-4. It is possible for the Commission to take the following actions regarding Dr. Graham's request. 1. Refuse action. 2. Revise the uses permitted in the Interim Zoning District, which must be done in Public Hearing with the recommendation of the Planning Advisory Board. 3. The purpose of my appearing before the Commissioners, is to seek their approval for the operation of a Supper/Night Club, located at 6100 N. W. 7th Avenue. The opening of the night club, would go a long way in assisting in the revitilization of the Edison Center Business District and the Dr. Martin Luther King Boulevard area, in the following ways: 1. The attracting of more people into the area on a regular basis. 2. Provide an opportunity for a private investment by responsible pro- fessional people in the community and who for a long time, have desired to fully participate in the redevelopment ofthe area. 3. Afford a minimum of thirty five (35) jobs initially. Besides the management and supervisory staff, a broad category of technical jobs, never before available to this coununity, would then become available. 4. Encourage the establishment of new business and decrease the high rate of store vacancies, now concentrated in the North lest adjoining 7th Avenue area. In addition to the above mentioned, the new supper/night club, "Dealers Choice", will provide valet parking and the finest international cuisine, with top rate service. Presently, lie are negotiating to bring in nationally known talent twice per month, such as; "The Spinners" singing group, Aretha Franklin, Ronnie Dyson, a Nfiayot MMautice forte Page 2 April 12, 1976 Sister Sledge and a host of other top rate Nationally famous talent; which would provide an additional opportunity to include local talent during these engagements. III closing, 1 Might add, that news of this undertaking has brought many in- quiries and favorable responses from members of the labor's union that I serve in the three county area and also many local people involved in the entertain- anent field, was somewhat of a well received surprise to me, in spite of the fact that I have been involved in the night club business in this area for a number of years. The granting of this request for the addition of our supper/night club under the present Dr. Martin Luther King Boulevard Interim Zoning Plan, will be greatly appreciated.
