Attached to this Memorandum is a requisition for a Purchase Order
to be issued to the American Terrazo and Tile Company, for the
provision of professional work and services to produce a ceramic
painted mural. The mural was designed by Mr. Karel Dupre who was
commissioned by the City of Miami to produce such a design.
The mural can be produced only by tha Falcinelli firm in Bologna,
Italy, according to Mr. Dupre. The Purchase Order should be issued
to the American Terrazo and Tile Company which will act as the agent
for the Italian firm. The special terms and conditions are detailed
on the requisition.
The funds for Art Work for the new Police building were allocated by
the City Commission in Resolution No. 74-1146, dated October 10, 1974
from the Police Bond fund.

fttural ate to be provided by the American Terrazo and Tile Compahy,
1918 M. W. Miami Court, Miami, Florida through a firm or fires ih
Italy.
Although the services and work May be performed in Italy, the
American Terrazo and Tile Company is responsible for such services
and work, and payment will be made to this firm upon approval
of the services and work first by Mr. Karel Dupre, Sacred Art Studio,
32 N. W. 20th Street, Miami, Florida, and finally by the City of
Miami. Mr. Dupre has been commissioned by the City of Miami to
design a ceramic painted mural for the ?,era Police Building and
supervise the work and service to produce such a mural.
SERVICES AND WORK:
The furnishing of all the tile • for a ceramic painted mural to
include all the tiles plus a reasonable number of spare background
tiles of the same color, orange -beige, as the sample (8" x 8") to
be provided by Mr. Dupre.
From an unlimited color palette, the painting of all the tiles,
background tiles included, by their professional painter under
the complete supervision of Mr. Dupre and his approval of the
paint work.
The firing of all tiles until the glazing is approved by Mr. Dupre.
The packing of all the tiles in wooden crates with cushioning
between tiles and layers of tile.

The release from the boat and transportation to Mr, bupre's studio
at b2 N. W. 20th Street, Miami, Florida.
PAYMENT:
The American Terrazo and Tile Company is to be paid $17,850 for
1700 square feet of ceramic painted mural tile upon approval of
the services and work by Mr: Dupre and by the City of Miami and
after the tile has been delivered to Mr. Dupre's studio. An
additional sum of monies up to $3,150 may be paid to American
Terrazo and Tile Company for spare tiles and additional professional
services and work that may be required, provided that each item
for which payment from this sum of monies is requested is_pre-
sented in writing to Mr. Dupre, approved in writing by him, and
finally approved by the City of Miami. TOTAL PAYMENTS CAN NOT
EXCEED $21,000.

Ref/ Application for partial reimbursrient of expenses caused
by unexpected extended duration of the execution of the
ceramic murals.
History -- Progress Report on the execution of the ceramic murals
for the New Police Headquarters of the City of Miami.
Concerning the execution of the ceramic murals of the New
Police Headquarters of the city of Miami I was charged with
the supervision of this work and promissed the authorities
involved that I would go to Italy and supervise the work while
it was being executed. I was willing to spend . 2000 which I have
mentioned to the sithorities because I realized the importance
of this work. I went to Italy with my wife because I had the notion
that I was going to need ner help in this large job. We stayed
in Italy from Dec. 20, 1975 until March 21, 1976. We stayed in
a third class hotel.
Because of an unexplicable confiusion between the Italian factory
and its representative in the U.S. the job was understood as a
small design that would have to be repeated to arrive at a total
of 1700 square feet. I have conferred with the factory's owner
to correct this misunderstanding until I received full s.tisfaction

as is called for in the agreement. Because of the owner's unawareness
of the type o:i. work iri -o] ': cd prices were binng attacked and again
we had lengthy discussions about this matter untill full satisfaction
was reached according to the agreement. When everything was ready
to start two weeks and a half had passed because messages had to
be sent back and forth to the U.S. representative. This misunder-
standing caused also t:'iat the painter to do this job was not being
notified (prof. Abbozzo, president of the Academy of Fine Arts of
Carara). This caused a short notice change in nis schedule which

resulted ih the fact that he could only provide tts with three days
of work a week; Netrertheless, he promissed me to be ready by' the end
of February. This is what I relayed to Mr. Bergstrom during my two
Weeks return to the U.S.
My return to the U.S. was an absolute necessity because of work in
progress before I left. A church was waiting to receive its vtained
glass windows to be installed in order to meet their deadline.
In the meantime the work in Italy continued.
My wife stayed in Europe to avoid unnecessary expenses. There wzs
an enormous amount of preparatory work in the factory besides the
paint work itself. In fact it was no elaborate that my wife and I
worked 7 days a week all the time we were there.
I managed to learn the technique while working with the professor
who explained me everything while doing it. keantime days went by
and one of our air plane tickets became close to expiration. I sent
my wife to Rome in order to get the date extended which turned out
to be impossib.e for a ticket we bought on a lower rate. This ticket
expired and we were forced to buy a new one-way ticket to Belgium
(from where we would fly over London to the U.S.) Because of the new ticket we now had expanded our time until the 25th of March
when my flight to the U.S. would expire. We met that date. Actually
we finished the job on I%arch 20. We then had just time enough to
•take a flight to Belgium and have our return tickets to the U.S.
dated. We had oven dates on the tickets because we did not know when
we would return.
In our justification file of t^in trin we do not have nroof of our
second rent of a small car. Because of the cooperation of the
management of the factory we were able to rent it less expensive than
the first time (before I returned to the U.S.). The bill hasn't
reached us anymore and the car was nicked up by a friend to bring it
back.

Besides this events I was treated in the hospital on three
deparate occasions for an allergy I cought from the dust in
the factory. - r
Before We left for home my wife and I had i mbered and packed all
the tiles in cartons With cardboard between every tile. We numbered
all the cartons as is necessary to reconstruct every one of this
lafge puzzles. Fully closed crates of heavy materiel have been
made because of my insistance. The factory wanted to ship the
tiles in open crates. When we left all the cartons were sealed
but not packed in the crates. The people in the factory would do
that on Monday March 21, the day we left. I was told by the
factory management that their shipper in Livorno would put it
on a new shipping line to Miami approx. the 24th of March. The
time on the ocean, I was told, would take three weeks.
