SUAJEC1: t)Le: Appearance by Efrain Gohzale Agenda Item No. 29 REFERENCES: ENCLOSURCS: Mr. Efrain Gonzalez has requested an appearance before the Miami City Commission relative to the renewal of a building permit that has expired. The City Administration cannot assist Mr. Gonzalez in ,his request. The following are pertinent facts involved in this matter. On April 12, 1974, the Building Department issued Permit No. 74-3613 which authorized the construction of a 6-unit apartment house to be located at 426 S. W. 19 Avenue. No work was begun on this project and the permit was expired on January 16, 1976, in accordance with provisions of the South Florida Building Code. The present owners of the project reapplied to the department for reactivation of the permit, and were advised that the Building Department was unable to reactivate the permit at this time. The previous permit authorized the construction of six units on this property. However, the restrictions presently applied to the R-4 Zone would permit the construction of only four units on the land. A recent inspection of the property reveals that no construction was started on this project. Although the applicant for appearance before the Commission is Mr. Efrain Gonzalez, the City records indicate that the original permit was issued to Juan Hernandez. Gonzalez, to request that he be placed on the agenda for the May 15th meeting of the Commissioners. The facts are that Mr. Gonzalez purchased a piece of land on April 15, 1974, and secured a Building Permit,## 74-3613, to construct a six -unit apartment building on said land. This apartment building being intended to serve as his homestead. Due to economic hardships, Mr. Gonzalez was unable to obtain financing at that time, and hence, was unable to construct said units. At the present time, Mr. Gonzalez is in a position to arrange for financing, but was advised that a building permit could not be obtained due to an ordinance change requiring a greater lot area than that was previously required. Under this new ordinance, Mr. Gonzalez would be able to construct only four units, which would entail certain future financial loss on his part, together with losses already suffered in being forced to rent a home,as he was unable to finance another purchase.
