RESOLUTION NO, 76-469
A RESOLUTION AoOPTINO THE CITY OF MIAMI
EMERGENCY OPERATIONS PLAN AS 'FILED WITH
THE CITY CLEM< ON APRIL 22, 1976.
.WHEREAS, the security and. freedom of the American people
is seriously challenged by threat of sudden and devasting war;
and
WHEREAS, natural disasters are an increasing menace to
loss of life and destruction of property; and
WHEREAS, the United States of America and the State of
Florida have enacted legislation and promulgated plans for
emergency functions of government and for the mobilization of
civil forces in time of war, and for effective coordination of
relief measures in time of natural disasters; and
WHEREAS, Dade County has adopted an Emergency Operations
Plan for war contingencies that is approved by the State of
Florida and has further developed operational procedures for
assistance and alleviation in periods of natural disasters, all
in which the City of Miami has a vital interest; and
WHEREAS, in the common interest of the people of the
City of Miami, it is deemed necessary that all departments and
agencies of the City of Miami government prepare emergency operat-
ing plans and readiness programs consistent with and within the
framework of the City of Miami Basic Plan for Emergency Action;
NOW, THEREFORE, BE IT RESOLVED BY Tilb COMMISSION OF THE

Section 1. The City of Miami Emergency Operations Plan
for Civil Defense in War and Natural Emergencies, as filed with
the City Clerk on April 22, 1976, is hereby adopted as the Basic
Plan for Emergency Action by the government of the City of Miami.
Section 2. a. A11 departments and agencies of the City
of Miami government are hereby directed to set up their several

plans supporting eMergency operation conditions and outlining
the necessary measures each of them will be prepared to take
in emergencies in accordance with the aforesaid City of Miatni
Plan;
b. When approved by the City of Miami Disaster
Preparedness Director, such intra-departmental plans will be
integrated within and become a part of the aforesaid City of
Miami Plan, as annexes thereto.
