A RESOLUTION RECOMMENDING ADOPTION OF THE
PROPOSED DADE COUNTY ORDINANCE GOVERNING
ATMOSPHERIC SULFUR DIOXIDE EMISSION LEVELS,
SUBJECT TO THE EXEMPTION OF THE CITY OF MIAMI'S
« N.W. 20 STREET INCINERATOR OPERATION FROM THE

WHEREAS, almost all City of Miami residents
presently depend upon the continued operation of the City
Incinerator located at N.W. 20 Street to rid the area of
household waste, rubbage and garbage, thereby avoiding the
direct and immediate hazards to health created by an accumu-
lation of such refuse; and
WHEREAS, the ordinance passed on first reading
March 16, 1976 by the Board of County Commissioners of Dade
County would restore strict sulfur dioxide emission standards
in this area without exempting therefrom the City's aforesaid
Incinerator Operation; and
WHEREAS, the primary source of steam to a portion
of the Jackson Memorial Hospital Complex is furnished by the
City as a result of the aforesaid Incinerator Operation; and
WHEREAS, the Incinerator Operation from time to
time is forced to use fuel oil in its operation when the
refuse material cannot be burned due to inclement weather;

WHEREAS, the State of Florida has gr aTte f ie city

WHEREAS, the transfer of property to Metropolitan
Dade County at the site of the Incinerator is in process
whereby a Dade County Transfer Station will be built, thereby

eliminating the need for the Incinerator Operation upon cote
pletion of the Transfer Station;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Subject to the exemption of the City of
Miami's N.W. 20 Street Incinerator Operation from the applica-
tion of the proposed Dade County ordinance governing atmos-
pheric sulfur dioxide emission levels, the adoption of the
aforesaid proposed Dade County ordinance is hereby recom-
mended.

meeting.
Mr. Mushlin would like to urge the City Commission to adopt a
resolution in support of a local ordinance which will restore
strict sulfur dioxide standards in this area (see attached).

The Dade -Monroe Lung Association is urging the Board of
County Commissioners of Dade County to adopt a local ordinance
'which will restore strict sulfur c'.ioxide standards in this area.
Cosponsored by Commissioners Cain and ltuvin, the ordinance
passed on "first reading" at the Commission meeting on March 16,
It is scheduled for a Public Hearing on May 4. We plan to pre-
sent facts on the need to protect the elderly and others who
suffer from lung and heart disease from any increase in air pol-
lution. The economic harm which might come to the Tourist indus-
try is also of great concern.
Would your City Commission consider adopting a resolution which
approves this proposal? It would be helpful if we could cite their
endorsement during the Public Hearing on May 4.
For your information I am enclosing "Facts on the Sulfur Dioxide
Pollution Problem in Dade County" and a copy of the proposal County
Ordinance. If you would like additional copies or if you have any
question or comments, I would be happy to hear from you.
