THE CITY MANAGER TO ENTER INTO AN AGREE.,
MENT WITH CATERING BY DAVID LYNN, INC.
FOR THE FOOD AND BEVERAGE CONCESSION
RIGHTS AND FACILITIES AT THE NEW MIAMI
POLICE DEPARTMENT BUILDING, FOR A TERM O$s urn

WHEREAS, bids were advertised and received on
April 9, 1976 for the food and beverage concession rights
and facilities at the new Miami Police Department Building,
400 V.W. 2 Avenue, Miami, Florida, for a term of 3 years,
beginning on June 1, 1976 and ending May 31, 1979,
with the additional provision that the term of the lease can
be extended for an additional term of 2 years if, in the sole
judgment of the City Manager, the operations of the lessee
during the initial term have been satisfactory as regards
quality, service, prices to consumers, cleanliness and
other considerations; and
WHEREAS, invitations were mailed to 47 potential
suppliers and 4 bids were received from the following firms:
Catering by David Lynn, Inc.
Cozzoli Restaurants of Florida
Dietcraft, Inc.
Miami Concessions, Inc.

WHEREAS, the City Manager, the Finance Department
Police Department recommend the acceptance of the bid
submitted by Catering by David Lynn, Inc;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized
and directed to enter into a lease agreement with Catering
by David Lynn, Inc. for the food and beverage concession rights

Section 2. The lease agreement shall be in accord-
ance with the terms, plans and specifications of the bid sub-

Department
Pursuant to Public Notice, sealed bids wre received April 9, 1976 for
the Food Concession at the Police Department N'ew Building.
Invitations were railed to forty-s aven (47) potent-i n 7 suppliers and
four (4) bids were received from the following firers:
Catering by David Lynn, Inc.
Cozzoli Fwstaurents of Florida
Dietcraft, Inc.
Miami Concessions, Inc.
City of Nia:ni funds are not involved because no goods or services are
being purchased; rather, tiro vendors are coo-deting for the fend con-
cession rights to provide food service on a profit basis. The food
services should be provided simultanaou. iy t.'ith the occupancy of the
building scheduled for late Nay or early Sure 1976. The winning ven-
dor will enter into a three-year lease agreeTent with the City, with
the City having the option to renew thu lease for an additional two
years if, in the judct:rent of the City Manager, the operations of the
leasee during the initial lease term have been in all respects satis-
factory.
The winning vendor will reimburse the City for the actual cost incur-
red for water., electric or any other utility.
The Cozzoli fire's bid was disqualified for ri'?t mooting specifications.

Department
to by served revealed that David Lynn was about three per cent lower
than Dietcraft when related to price, quantity and quality.
Accordingly, it is requested that the award be made and a resolution
be prepared accepting the most advantageous bid as received from
Catering by David Lynn, Inc. for furnishing the Food Concession at
the New Building of the Police Department and an appropriate lease
agreement be entered into by the City tanager.

Bids were received on 9 April 1976 from four firms: Catering
by David Lynn, Inc.; Cozzoli Restaurants of'Florida; Dietcraft,
Inc.; and Miami Concession, Inc. for the food concession rights
in the new Miami Police Department building located at 400 N. W.
2nd. Avenue. City of Miami funds are not involved because no
goods or services are being purchased; rather, the vendors are
competing for the food concession rights to provide food service
on a profit basis. The food services should be provided simul-
taneously with the occupancy of the building scheduled for late
May or early June 1976. The winning vendor will enter into a
three-year lease agreement with the City with the City having
the option to renew the lease for an additional two years if, in
the judgment of the City Manager, the operations of the leasee
during the initial lease term have been in all respects satis-
factory.
The winning vendor will reimburse the City for the actual cost
incurred for water, electric, or any other utility. The suc-
cessful bidder will not be required to pay a fee for the con-
cession rights; instead the vendor will be required to provide
the highest quality food and service at the lowest price to the
City employees utilizing the facility.
The Cozzolli firm's`bid was disqualified for not meeting speci-
fications.
The remaining firms' bids were basically evaluated on these
criterion:

1. Cost to the consumer of the,foods to be served.
2. Quality, quantity, and variety of the foods to be
served.

On the basis of these criterion , two of the three firms
were very competitive:. David Lynn and Dietcraft. The
analysis of the cost of foods to be served revealed that
David Lynn was about 3 percent lower than Dietcraft when
related to price and quantity,
With respect to the quality and variety, David Lynn provided
a few more main dishes in the dinner menu and their menu had
a heavier emphasis on meat and protein items. Further, two
members of the Police Department (one male police officer
and one female civilian employee) sampled the food (in an un-
announced visit) at facilities run by David Lynn and Dietcraft
and rated David Lynn over Dietcraft.
Based on the foregoing, it is recommended that David Lynn be
awarded the food concession. It is requested that the award
be made at the City Commission meeting of 13 May 1976; and,
the resolution awarding the concession authorize and direct
the City Manager to enter into the appropriate lease agreement
with David Lynn.
