A View From a Local 'Mom & Pop' in the Center of the Action: Many of us complain about
the noise it may bring, but let's put things into perspective. The noise only lasts a few days
and happens at specific times. We are informed ahead of time, so it's not a last-minute
surprise. Most importantly, it represents an incredible economic opportunity. Events like this
support not just hundreds, but thousands of businesses — small, independent, family- Mar
owned, and Large. It is one of the major sources of income for our city and benefits 09
everyone, from Local "mom and pop" shops to bigger companies. From a Local "mom and 2026
pop" Living right in the center of the action at 50 Biscayne Blvd, Miami, I can confirm that 1:25
yes — we hear some noise. But for a few days, we can accommodate it because of the pm
opportunity it brings to our community. For a few nights, we may sleep a Little Later than MDT
usual, and that's manageable. Missing an opportunity that brings such important economic
benefits to our city would have a far greater impact. A Little patience can go a Long way

A two -decade commitment is not in the best interest of our community. Locking the city
into such a Long-term agreement ignores the rapid evolution of Downtown Miami as a
dense residential neighborhood. Furthermore, I believe that Large-scale, high -impact

#1900 neighborhood green space. These types of events should be proposed for alternative

Neighbors Affiance, and residents. Our public parks should prioritize the quality of Life for

As a Downtown resident, I support Ultra continuing at Bayfront Park and would welcome a
Long-term agreement with the City. Events Like Ultra bring global visibility to Miami,
generate significant economic activity, and support the many restaurants, hotels, and small
businesses that are rapidly growing in the Downtown area. Living in an urban core comes
with trade-offs, and major cultural and entertainment events are part of what makes cities Mar
vibrant and globally competitive. Rather than Limiting these types of events, Miami should 08
continue embracing them. I would also support modern urban elements such as LED 2026
billboards that reflect the character of a dynamic global downtown. At the same time, I 3:31
encourage the City to focus on everyday quality -of -Life issues that impact residents, such pm
as waLkabitity and pedestrian safety. For example, crossing Biscayne Boulevard is MDT
extremely difficult because pedestrian signals are poorly timed, often appearing only every
few minutes and giving roughly 14 seconds to cross the entire boulevard, which forces
people to run. Improvements Like this would make a real difference for those of us who Live
here every day.

As a longtime resident of Miami and living right next to the park, I feel incredibly fortunate
to call downtown my home —especially given my proximity to the vibrant area where the
Ultra Music Festival unfolds each year. We look forward to this event, as it brings an Mar
extraordinary energy that truly sets Miami apart from other cities. While I haven't attended 08
the festival in recent years, I have fond memories of past experiences and remain 2026
convinced that its annual return shines a positive spotlight on our community, elevating the 3:12
reputation of downtown Miami. Looking to the future, I am hopeful with what that the pm
festival's long-term contract wilt offer meaningful benefits for our neighborhood. I hope that MDT

As a resident of 50 Biscayne, I obviously have thoughts about the Ultra festival. It's bud,

continuance of ULTRA music events in the City of Miami, at Bayfront Park or at any other
Location. The Loudspeaker reinforced very bud noise and penetrating electronic bass
sounds produced by the ULTRA music events reverberate as inescapable vibrating and Mar

implementation of a procurement policy to eliminate the distribution of single -use plastics,
including polystyrene, on City property to the greatest extent possible My name is Melissa
Morris, and I am the State Advocacy Manager at The 5 Gyres Institute. Founded in 2010,
The 5 Gyres Institute is a nonprofit organization conducting applied microplastics research
and advancing science -based policy solutions. We lead the Microplastic-Free US campaign,
which addresses the growing body of evidence linking plastic pollution, including single -use
plastic items, to environmental and human health harms. In South Florida and across the
globe, we are confronting pervasive microplastic pollution, with single -use plastic items
ranging from utensils to bottles as major contributors. As single -use plastics break down,
RE. 15 they don't disappear, they just become smaller pieces known as microplastics.

but the broader community that relies on Bayfront Park as a shared civic space. Such a

of which has occurred. A single Zoom presentation with one-way communication does not
constitute adequate community involvement. Residents, park users, and stakeholders
deserve a transparent process that includes public workshops, open dialogue, and a full
review of impacts before the City commits public parkland to a private festival operator for
twenty years. A 20-year contract is deeply problematic for several reasons: 1. It Binds
Future City Leadership A twenty-year agreement would lock multiple future City
Commissions and administrations into terms negotiated today. Miami is evolving rapidly,

Studied Repeated Large-scale events place stress on park infrastructure, Landscaping, and
the waterfront environment. A 20-year commitment should not be approved without an
independent evaluation of the Long-term impacts to the park itself. Bayfront Park is one of
Miami's most important civic spaces, and decisions affecting its future must be made with
transparency, public input, and careful consideration. For these reasons, I respectfully
request that the City Commission defer Agenda Item RE.10 and initiate a meaningful
public engagement process before considering any Long-term agreement for Ultra Music

Please defer or do not approve the 10 year extension for Ultra. This decision will have
profound impact on the Bayfront Community and should not move forward without full Mar
engagement with the community. There is no immediate rush for this extension since the 08
License agreement does not expire until 5/31/27. The number one complaint from residents 2026
surveyed is the noise level which needs to be addressed. The contract needs to be 7:31
renegotiated not extended in its current form. If any of the commissioners had to endure am
the same noise LeveLs we do inside our units which exceed the normal code levels (about MDT
65 decibels) they would not allow this concert at all.
The ULTRA festival is a blight for Miami as it disrupts traffic for a month in the downtown
and surrounding areas, it invites hundreds of thousands of visitors who come and then go
making an ungodly mess in the process, and who consistently show zero respect the
neighborhood whatsoever. In simple words, ULTRA is a city -sanctioned event of chaos, Mar
debauchery and disrespect to the downtown residents. If ULTRA continues in Bayfront 09
Park, the Miami downtown residents wilt inevitably vacate the area since we are 2026
represented obviously by public officials who do not respect us. Think of this: all the money 5:02
coming into the coffers of the city wilt be wiped out by the devaluation of properties in pm
downtown Miami, and the inevitable toss of tax revenue. Should your decision be favorable MDT
to granting ULTRA a single extra year in Miami downtown, and God help us if you allow for
20 years as being discussed, you Lose me as a resident and your certainty Lose my vote. I

The Ultra Music Festival is extremely disruptive to Local residents, particularly those with
young children. Music plays Late into the evening for several nights in a row, the festival
takes our park and playground out of commission for several weeks, and many participants
bring drugs and alcohol into the area. Traffic is also a mess during this time. I request that
the festivars contract NOT be approved.
