NOTICE OF MARCH 12, 2026 CITY COMMISSION MEETING
AND RESCHEDULED MARCH 26, 2026 CITY COMMISSION MEETING
Pursuant to Resolution R-26-0050, the March 12, 2026, and March 26, 2026, City Commission
Meetings have been combined into one (1) meeting to be held on Thursday, March 12, 2026, at
9:00 a.m. in the City Commission chambers located at Miami City Hall, 3500 Pan American
Drive, Miami, FL 33133.
The March 12, 2026 City Commission Meeting will be broadcast live for members of the public
to view on the City's website (www.miami.gov/tv), Facebook, X (formerly "Twitter"), YouTube,
Comcast Channel 77 (Comcast only for residents living in the City of Miami), and AT&T Channel
99 (AT&T only for residents living in the City of Miami).
For your information, public comment on agenda items to be heard at this meeting can be
submitted via an online comment form and will be distributed to the Elected Officials and City
Administration and made part of the public record. The deadline to submit public comment via
the online comment form will occur when the Chairperson closes public comment for the
meeting.
Public comment on agenda items to be heard at this meeting may also be provided live at City
Hall, 3500 Pan American Drive, Miami, Florida, subject to any and all rules and procedures as
the City may implement or amend. Public comment will begin at approximately 9:00 a.m.

Should any person desire to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that a verbatim record of the
proceedings is made including all testimony and evidence upon which any appeal may be
based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled City Commission meeting
is cancelled or is not held due to a lack of a quorum or other emergency, a special City
Commission meeting will be automatically scheduled for the Tuesday immediately following the
cancelled meeting. In the event of one of the aforementioned circumstances, the special
meeting would be held on March 17, 2026, at 9:00 a.m. in the City Commission chambers
located at Miami City Hall, 3500 Pan American Drive, Miami, FL 33133. All of the scheduled
agenda items from that cancelled meeting shall automatically be scheduled as an agenda item
at the special City Commission meeting. The City Clerk shall notify the public of the special
meeting that is to take place by placing a notice of the special City Commission meeting at the
entrance of City Hall and the City's main administrative building, placing a notice on the City's
website, and, if feasible, placing an ad in a newspaper of general circulation before the special
meeting on the immediately following Tuesday. There shall be no additional notice by
publication required for any such scheduled agenda item that is moved to the special City
Commission meeting.
In accordance with the Americans with Disabilities Act of 1990, persons needing special
accommodations to participate in this proceeding may contact the Office of the City Clerk at
(305) 250-5361 (Voice) no later than three (3) business days prior to the proceeding. TTY users

Judge hands down $3.5 million bond for
woman charged in fatal Turnpike chase

authorities say is respon-
sible for a police chase
and cash on Florida's
Turnpike that left an in-
nocent driver dead, will
Likely not be leaving her
jail cell soon as a judge set
her bond at over 53.5
million Saturday, records
show.
Giza is facing a slew of
charges: felony murder,
two counts of aggravated
battery on a law enforce-
ment officer, aggravated
assault on a law enforce-
ment officer, aggravated
Fleeing causing serious
injury or death, grand -
theft auto and resisting an
officer without violence.
A judge signed off on a
53,510,500 bond on her
charges, with the murder
charge commanding a $1
million bond, her jail re-
co
rds show.
Her court record did not
have information Saturday
as to who her atromey is
or what judge is over-
seeing the case.

Officer Feisthammel ra-
dioed that he had spotted
the truck going eastbound
on Sample Road near
Lyons Road.
A few minutes later,
Coconut Creek officers
attempted a traffic stop at
Sample Road and the
southbound entrance to
the turnpike in Pompano
Beach.
Investigators say Giza
didn't get out of the truck.
Instead, she threw the
truck in reverse and
backed into a marked BSO
patrol vehicle, striking its
front bumper while a dep-
uty was sitting inside, the
affidavit states.
She then drove toward a
group of Coconut Creek
officers, hitting one of
their patrol cars before
fleeing southbound onto
Florida's Turnpike.
Giza raced ahead of
authorities, weaving in
and out of traffic, driving
on the Turnpike shoulder
to evade deputies. FHP
joined in the pursuit.

because of concerns about
traffic conditions during

Almost immediately
after, Florida Highway
Patrol Trooper Major
conducted a PIT maneu-
ver.
The stolen truck hit the
right shoulder wall of the
highway and rammed into
a black Nissan Altima that
had pulled onto the shoul-
der. The truck came to a
stop.
The driver of the Nissan
Altima was pronounced
dead at the scene. Author-
ities did not name the
driver who was killed.

At about 4:28 p.m., BSO
Deputy Ruiz placed the
truck near Sample Road
and Banks Road in Coco-
nut Creek, according to
the affidavit. Minutes
later, Coconut Creek K-9
Officer Feisthammel ra-
dioed that he had spotted
the truck going eastbound
on Sample Road near
Lyons Road.
A few minutes later,
Coconut Creek officers
attempted a traffic stop at
Sample Road and the
southbound entrance to
the Turnpike in Pompano
Beach. When Ruiz arrived,
he saw "multiple marked
Coconut Creek police
vehicles with their emer-
gen y tights activated
were stopped around the
vehicle and uniformed
officers were outside of
their vehicles at the front
windows of the stolen
vehicle giving commands
to the driver to exit the
vehicle," according to the
arrest affidavit.
Investigators say Giza
refused to get out. Instead,

later, Florida Highway
Patrol Trooper Major
attempted a second PIT
maneuver. The stolen
truck hit the right shoul-
der wall and rammed into
a black Nissan Altima that
had pulled onto the shoul-
der. The truck came to a
stop.
The driver was taken
into custody, according to
the affidavit.
The driver of the Nissan
Altima was pronounced
dead at the scene. Author-
ities did not name the
driver who was killed.
In a 2020 investigation,
the Washington Post re-
ported that at least 30
people had died and hun-
dreds were injured from
2016 to 2019 when police
used PIT maneuvers to
stop pursuits.
The affidavit states that

were jostled when their
patrol vehicles were in-
tentionally struck during

affidavit, she gave depu-
ties multiple names, in-
cluding "Anna Giza" and
"Anna Gerich," along with
two dates of birth — .04/
18/1973" and "04/17/
1971." She told investiga-
tors she did not know her
Social Security number,
address, phone number or
the names of relatives.
The information she
provided did not match
any known records, the
affidavit states, and a
fingerprint scan did not
identify her. She was
booked under Giza.
Investigators say Giza is
responsible for the Nissan
driver's death.
She is charged with
felony murder, two counts
of aggravated battery on a
law enforcement officer,
aggravated assault on a
law enforcement officer,
aggravated Fleeing causing
serious injury or death,
grand -theft auto and re-
sisting an officer without
violence.

argument, Maroni poked
holes in the prosecution's
theory. Jones, he said,
didn't attend the team
meeting because he was
suspended and felt embar-
rassed.
And the arguments
between Jones and Pata
were not uncommon in
"locker room dynamics for
a Division I football
team."
"There was no direct
competition between Pate
and Rashaun Jones," Ma-
roni said, adding that
Jones, a defensive back,
played a different position
from Pate. "Not the type
of competition that can
drive someone to commit
homicide."
Moroni then zeroed in
on the eyewitness testimo-
ny of Conner. The former
UM professor, the attomey
said, testified that the area
was not well lit, and Con-
ner wasn't wearing glasses
at the time despite having
bad vision.
Conner also only got a
glance at the man who ran
off for no more than two
seconds.
Holding up the photo
line-up, Moroni said Jones'
photo stands out compared
to the other photos be-
cause Jones' photo was
darker than the others.
Conner, the attomey add-
ed, could have misidenti-
fied Jones from spotting
Jones on the sidelines of a
game or on the football
roster —especially since
Conner identified Jones in
the line-up seven months
after the murder.
Maroni, too, focused on
how the case was circum-
stantial, saying there was
no "direct, credible evi-
dence" tying )ones to
Pata's murder. Instead,
prosecutors made "several
leaps" to try to link the
fatal bullet to Jones, Maio-
ni said.
A firearms expert
couldn't testify than the
bullet retrieved from Pa-
ta's head was .38 caliber,
Maroni said, as the bullet
broke within Pata's skull.
But prosecutors, he added,
still alleged that a .38 re-
volver Jones owned was
the murder weapon, de-
spite conflicting testimony
about whether Jones
owned a gun.
Moroni also highlighted
how possible suspects were
quickly ruled our, includ-
ing a man whose finger-
prints were found on the
hood of Pata's car.
Urging the jury to find
Jones not guilty, Maroni
told jurors they had to feel
confident to render a
guilty verdict — to the
point they are comfortable
when thew heads hit the
pillow at night.
"(Prosecutors( have not
met their burden because
they cannot meet their
burden," Moroni said.

"There is some awkward-
ness about this moment,"
Bustamante, the Uni-
versity of Miami historian
said.
"This is a moment in
which the United States
seems to be having back -
channel dialogues with
some folks in the Cuban
government, that's some-
thing that the South Flor-
ida delegation has gener-
ally opposed," he said.
"They are, t think, trying
to figure out how to navi-
gate that without creating

Cuban government have

chael Ortega Casanova
and Leo Enrique Cruz
Gomez, were active mem-
bers of Casa Cuba de
Tampa, anticommu-
nist Cuban group, accord-
ing to vice president Rene
Montes de Oca.
"Both were always very
firm in their convictions
and believed that to bring
down the Cuban govem-
ment you had to fight with

Donald Trump's war with
Iran.
US. Central Command
did not say where the
troops were killed. Two
military officials said that
an Army base having U.S.
troops in Kuwait was one
of the many U.S. bases in
the region that had been
hit in retaliatory Iranian
strikes.
Several other troops
sustained minor shrapnel
injuries and concussions
and are in the process of
being returned to duty,"

Whatever guardrails
existed around Trump
during his first tens ap-
pear frayed or absent. He
is now largely surrounded
by pliant advisers and
party officials.
It turned out that it was
a Trump appointee, Kurt
Olsen, who had set off the
recent Georgia investiga-
tion that resulted in the
FBI raid in Fulton County,
according to a recendy
unsealed search warrant.
And Trump's director of
national intelligence, Tulsi
Gabbard, was unexpected-
ly at the scene. She con-
nected him on the call
with the agents.
Steve Simon, the Demo-
cratic secretary of state in
Minnesota, called the
federal actions "largely
sloppy, unreliable, even
menacing.* The Trump
administration recently
and explicitly linked a
demand for sensitive voter
information in the state
with the restoration of law
and order.
"I never thought in the
year 2026, 1 would be
saying that the federal
government is an impedi-
eent right now to smooth
lections, and nit an any,"
Simon said.
Some right-wing activ-
ists who fanned the con-
spiratorial dames of fraud
in 2020 are no longer
outside agitators. instead,
they occupy powerful
seats inside the federal
government.
They include FBI Direc-
tor Kash Patel, who was a
prominent promoter of the
conspiracy theory that the
riot at the Capitol on Jan.
6, 2021, was planned and
instigated by the FBI;
Attorney General Pam
Bondi, who traveled in

where she claimed to have
evidence of cheating"
that never fully material-
ized in taut; and Harmeet
Dhillon, who was a leader
of a Trump lawyers coali-
tion in 2020 and is now
the assistant attorney
general for civil rights.
Olsen went from ad-
vising Trump privately in
the ram -up to Jan. 6 to
being named Trump's
director of "election secu-
rity and integrity." Others
are burrowed deeper in
the bureaucracy.
On Capitol Hill,
Trump's congressional
allies are planning a series
of votes on legislation to
impose stricter voting
requirements. The mea-
sures e not expected to
become law, but they
amplify the false accusa-
tions about widespread
fraud.
Democrats have little
faith in Johnson to stand
up to Trump. In 2020,
Johnson, then a low -pro-
file lawmaker from Loui-
siana, played a pivotal role
in justifying Trump's false
claims of widespread
fraud.
InFebruary, Johnson
was talking conspiratorial-
ly in the Capitol about
California's standard but
unusually long process of
postelection ballot count-
ing. The leads of Repub-
lican candidates, he
claimed, had "just mag-
ically whittled away."
"It looks on its face to
be fraudulent," Johnson
said. "Can 1 prove that?
No."
Demons hope the
courts can prevent some
overreach by the Trump
adminislration. A sweeping
executive order by Trump

federal judges, including
