A RESOLUTION ACCEPTING THE FOLLOWING BIDS
FOR FURNISHING THE POLICE DEPARTMENT WITH
COLOR PHOTOGRAPHY LABORATORY EQUIPMENT:
BID FROM TRECK PHOTOGRAPHIC INC., AT A SUPPORTIVE
TOTAL COST OF $27,648.64 FOR FURNISHING DO C U PA N-
ITEMS 1 THROUGH 72, AND BID FROM SAMUEL
SCIENTIFIC INSTRUMENTS, INC., AT A TOTAL FOLLOW"

COST OF $2,050, FOR FURNISHING ITEMS 73 AND
74; ALLOCATING FUNDS FROM THE LEAA "AUTOMATIC
COLOR PHOTOGRAPHY PROCESSING LABORATORY" GRANT.
WHEREAS, pursuant to Public Notice, sealed bids
were received March 26, 1976 for furnishing Color Photography
Laboratory Equipment for the Police Department; and
WHEREAS, invitations were mailed to 15 potential
suppliers and 3 bids were received as per the attached
tabulation; and
WHEREAS, funds are available .for allocation from
the LEAA "Automatic Color Photography Processing Laboratory"
Grant; and "DOCUMENT INDEX
ITEM NO. ...__"
WHEREAS, the equipment is to be used to install
a complete Color Photography Processing Laboratory in the
new Police Headquarters Building in order to meet the demand
for increased production and the present equipment is either
outdated or non-existent, making it necessary to use a private
contractor resulting in increased costs; and
WHEREAS, the Police Department recommends that
the hid received from TRECK PHOTOGRAPHIC INC., at a total
cost of $27,648.64, for Items 1 through 72; and the bid
received from Samuel Scientific Instruments, Inc. in the
amount of $2,050 for Items 73 and 74 be accepted as they
are the most advantageous bids to the City;

merit in connection with the schedule of bids,

Pursuant to Public Notice, sealed bids were received March 26,
1976 for furnishing' Color Photo Lob Fquip nut for the Depart-
ment of Police.
Invitations were mailed to fifteen (15) potential suppliers
and three (3) bids were received as per the attached tabula-
tion.
Funds are available and to be allocated from LEW Grant "Auto
vatic Color Photography Processing laboratory".
This equipment is to be used to install a cc:lplete color photo
processing laboratory in the new Police Headquarters building
in order to poet the dewend for increased production. The
present equipment is outdated Ord/or non-e> istant, waking it
necessary to use a private contractor resulting in increased
costs.
It is requested that the award be mane and a resolution be
prepared accepting the lowest bids as received from Treck
Photographic in the amount of $27, 648. 64 and Samuel Scienti-
fic instrar nts, Inc. in the arrount of $2,050.00 for furnish-
ing color photo lab equipment for the new Police Headquarters
building, at a total cost of $29,696.64.

Currentresearch has !Mown that the viewin: of a color photoraph
results in a much cr rate of reconiticn than is rea1i=1 by
the viewinL; 3:: the traaitional black and white T)hoto;:raphs. The
City of ii. l identification oction reports that a
-Increase in Identificaties could be e:,:pected throuh the
use of color shotoraz. This is due to the fact that color
photo:;raphy is truer to life than black and. white, cs we see in
color, not in monotone.
Thc Calor PhotoL;rauhy Laboratory will enable our department to
develop our own photos, films, end sketches. Due to the fact
that we will be able to do all our procossinc in-house, we will
be able to cut costs and maintain a safer chain of evidence for
court procedures. The development of a modern, effective, color
processinj; laboratory will be LI definite asset to this aGency.
