A RESOLUTION ACCEPTING TIE BID OF HARLEY
DAVIDSON OF MIAMI, INC. FOR FURNISHING
10 MOTORCYCLES, AT A TOTAL COST OF $34,000r
TO THE DEPARTMENT OF PUBLIC PROPERTIES FOR
USE BY THE POLICE DEPARTMENT; ALLOCATING
FUNDS FROM FEDERAL REVENUE SHARING FUNDS
FORTHE POLICE DEPARTMENT.
WHEREAS, pursuant to public notice, sealed bids
were received March 15, 1976 for furnishing 10 motorcycles
to the Department of Public Properties for use by the Police
Department; and
WHEREAS, invitations were mailed to 7 potential

WHEREAS, the siren was quoted as a separate item
by Palmetto Kawasaki and its motorcycle did not meet bid
specifications; and
WHEREAS, funds are available for allocation from
Federal Revenue Sharing Funds for the Police Department; and
WHEREAS, the Police Department and the Department
of Public Properties recommend that the bid received from
Harley Davidson of Miami for furnishing 10 motorcycles, at
a total cost of $34,000, be accepted as it is the most
advantageous bid to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA;

Section 14 The March 15, 1976 bid of Harley Davidson
of Miami for furnishing 10 motorcycles, at a total cost of
$34,000, to the Department of Public Properties for use by
the Police Department, is hereby accepted; with funds allo-
cated from the Federal Revenue Sharing Funds for the Police
Department.

Pursuant to Public Notice, sealed bids were received March 15, 1976 for
furnishing ten motorcycles for the Department of Public Properties.
Invitations were mailed to seven (7) potential suppliers and two (2) bids
were received as follows:

The siren was quoted as a seperate item by Kawasaki.
The Kawasaki motorcycle did not meet bid specifications as follows:

for the Department of Police.

The motorcycles are to be used by the Department of Police.
It is requested that the award be made and a resolution prepared accepting
the lowest bid as received from Harley Davidson of Miami for furnishing
ten (10) motorcycles for a total cost of $34,000.00.
The Departments of Police and Public Properties concur with this recommendation.

Bid #75-76-44, Item III

It is hereby recommended that the award be made to Harley-
Davidson of Miami for Item II1, bid #75-76-44 for ten (10)
1976 Harley-Davidson lA - Police Solo Motorcycles in the
amount of $3,400.00 each for a total of $34,000.00.
This recommendation was deferred from the previous recommen-
dation made March 25, whereas a Kawasaki demonstrator was
provided for testing in order to provide the most efficient
motor. After adding $235.00 for the necessary siren to the
Kawasaki bid price of $3,288 for a total cost of $3,523.00,
Kawasaki is higher than the Harley-Davidson bid of $3,400.00.
Full consideration was given for obtaining the best motor
for the price.
Extensive tests administered by the Police Department have
determined the Harley-Davidson to be a superior machine in
the areas of safety and handling. Evaluation by Motor Pool
personnel indicate the I-Jarley-Davidson has a heavier frame,
seat, windshield, engine, and brakes. The Kawasaki failed
to meet specifications in the areas of pistondrSplacement,
left hand gear shift, hydraulic rear brake and questionable
radio application.,
It would be advantageous to the City of Miami for Harley-
Davidson to have sound competition and encourage Kawasaki
or any other manufacturer of motors to produce and bid on
improved motorcycles at the lowest possible bid price.
